Mongolia : e-Government and Digital Transformation
The knowledge and support technical assistance (TA) will aid in Mongolia's digital transformation and support the Government of Mongolia's "digital nation" plan by building capacity at the Ministry of Digital Development and Communications (MDDC). The TA will help (i) reengineer business processes to improve the delivery of digital government services; (ii) strengthen the government's ability to respond to cybersecurity threats; and (iii) facilitate stakeholders' adaption to digitalization to improve government services and productivity. The TA is aligned with the Asian Development Bank (ADB) country partnership strategy for Mongolia for 2021-2024.

- Project Rationale and Linkage to Country/Regional Strategy
- The TA is aligned with ADB's Strategy 2030. It complements regional cooperation initiatives on digital transformation, such as the Central Asia Regional Economic Cooperation (CAREC) Digital Strategy 2030 and CAREC Integrated Trade Agenda 2030. Experience and lessons from this TA will be shared at regional knowledge events. Past ADB TA projects for digital transformation offer useful lessons on the importance of conducting diagnostic studies, leveraging strategic knowledge partnerships, pilot-testing innovative technologies for potential scale-up, and engaging stakeholders from the start. In Mongolia, policy coherence, development partner coordination to build on each other's platforms, capacity-building, and a user-friendly system were underscored to ensure sustainability of TA's outcomes.

As of 14 September 2023, the following activities were completed under the TA:
(i) Engagement of a resource person who provided technical services and organizational logistics support to MDDC for the coordination and delivery of a series of high-level forums and events during the ICT Forum and Ministers Meeting at the ICT Expo 2023: Mindgolia.
(ii) Ongoing engagement of the TA coordinator who will provide overall TA management, coordination, and logistics support to relevant agencies for effective organization of capacity building activities; facilitate communication between consultants, participating governments, and ADB; and monitor and prepare progress report on deliverables. The CSRN was posted on 14 May 2023 and contract negotiations is in progress.
(iii) Ongoing engagement of a consulting firm for the business process reengineering for e-business platform. The single-stage request for proposal was posted on 8 September 2023 and deadline to receive proposals is on 29 September 2023.
