1.The knowledge and support technical assistance (TA) aims to strengthen the governance and institutional capacity of the Municipality of Ulaanbaatar (MUB) to enable effective investment in quality infrastructure that are green, sustainable, resilient, and inclusive. Description | 1.The knowledge and support technical assistance (TA) aims to strengthen the governance and institutional capacity of the Municipality of Ulaanbaatar (MUB) to enable effective investment in quality infrastructure that are green, sustainable, resilient, and inclusive. The TA will (i) improve the policy and regulatory framework; (ii) strengthen the transparency and accessibility of related civil services by using digital technologies; and (iii) build institutional capacity in capital investment planning (CIP), project implementation, and municipal asset management. 2.The TA is closely aligned with the priorities of the country partnership strategy for Mongolia, 20212024, which aims to support climate-resilient infrastructure development and enable revenue mobilization through institutional capacity and governance strengthening. The TA will contribute to achieving operational priorities 2 (on accelerating progress in gender equality), 4 (on making cities more livable), and 6 (on strengthening governance and institutional capacity) of Strategy 2030 of the Asian Development Bank (ADB). The TA will support Sustainable Development Goal (SDG) 11 (on sustainable cities and communities) by enhancing inclusive and sustainable urban infrastructure development, and SDG 17 (on partnerships) by strengthening domestic resource mobilization. The TA will subsequently contribute to SDG 1 (on no poverty), SDG 5 (on gender equality), and SDG 10 (on reduced inequalities). |

Consulting Services | ADB will engage (i) two consulting firms using quality- and cost-based selection method with 90:10 qualitycost ratio and full technical proposal; and (ii) four individual consultants using individual consultant selection method. The consulting firms will carry out the procurement of office and information technology equipment. Engagement of consultants and procurement of equipment will follow the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. |
