Sovereign Project | 55349-001

The proposed TA is for policy advice and knowledge dissemination as well as other activities that can contribute to the success of Indonesia's Presidency of the Group of Twenty (G20) in 2022. It responds to a request from the Government of Indonesia and other partners for ADB assistance. ADB's support will focus mainly on the Finance Track agenda and meetings, while maintaining the ability to respond to evolving government demands and needs, including on issues related to the Sherpa Track. ADB support to the engagement and working groups under the G20 platform are also under consideration and would be highly complementary. Support to Indonesia's G20 Presidency provided under the proposed TA is expected to include strategy and policy advice, support for technical papers and briefings, support for meetings and events, and dissemination of knowledge relevant to the G20 agenda.

Project Rationale and Linkage to Country/Regional Strategy

The G20 is an important platform for collective action on global economic, financial, and development issues. Indonesia is Southeast Asia's largest economy and has set a target to become the fourth largest economy in the world by 2045. Indonesia's Presidency of the G20 is a recognition of its leadership on global issues and provides an opportunity for Indonesia to influence agenda discussions to boost post-pandemic economic recovery activity in the country.

The Government of Indonesia in its G20 Presidency will aim to make the G20 more relevant to the challenges and aspirations of emerging economies, to ensure that these economies emerge more resilient and sustainable, while tackling the challenges of the coronavirus disease (COVID-19) pandemic. Indonesia will seek to build on the legacies of past presidencies and take steps that will lead to concrete actions. Global health infrastructure, digital transformation, and energy transition are expected to be flagship agendas.

ADB is well positioned to provide support to Indonesia for the development and implementation of G20 initiatives. As a regional development bank, it has a deep understanding of the challenges faced by emerging economies in Asia and the Pacific. ADB also has prior experience of providing similar support to Japan during its G20 presidency in 2019. Importantly, ADB has a strong partnership with the Government of Indonesia which has developed over decades of close collaboration. As articulated in the Country Partnership Strategy 2020-2024 for Indonesia, ADB's assistance is geared towards helping Indonesia emerge stronger from the COVID-19 pandemic through three strategic pathways: improving wellbeing, accelerating economic recovery, and strengthening resilience. These priorities are highly aligned with the theme of Indonesia's G20 Presidency.
