Project Rationale and Linkage to Country/Regional Strategy

Meghalaya, a northeastern state in India, is home to 3.3 million people (80% rural and 86% tribal), with almost 70% of individuals engaged in agriculture and allied activities. The state per capita income is 87,653 (India's national average is 132,115) and 34% of the population lives below the poverty line. About 0.5 million children are 0-6 years old. The state has a high burden of malnutrition for children aged 0- years. The prevalence of stunting increased from 44% in fiscal year (FY) 2016 to 47% in FY2019 (national average of 36%). About 45% of children and 54% women were found to be anemic in FY2020.

At the national level, the Prime Minister's Overarching Scheme for Holistic Nourishment was launched for implementation during FY2022-FY2026. The state government of Meghalaya included ECD as one of the key priorities in the state's health policy and launched the ECD Mission in 2021. The mission has a multisector approach and a strong governance structure to ensure effective collaboration among health, women and child development, education, and climate resilience departments.
