Description | The knowledge and support technical assistance (TA) will support the City of Dushanbe and the Dushanbevodokanal (DVK), a city owned water utility responsible for water supply and sewerage (WSS), to undertake further institutional reforms within DVK for improved WSS services and increased financial sustainability. The TA complements infrastructure investments in water supply under the ongoing Dushanbe Water Supply and Sanitation Project and its additional financing. The TA will facilitate (i) restructuring DVK, i.e., corporatization model, board establishment, human resources reforms; (ii) enacting new WSS tariff regulations and service delivery policies; (iii) defining the roles and responsibilities of DVK, the City of Dushanbe, and the Antimonopoly Agency; (iv) promoting private sector participation (PSP) and public-private partnership (PPP) engagement; and (v) conducting necessary consultations and training workshops to strengthen DVK's financial management capacity and integrate new technology, gender, environment and climate resilience considerations into WSS for improved living conditions and public health in the country. | ||||
Project Rationale and Linkage to Country/Regional Strategy | Tajikistan's WSS service delivery is heavily dependent on international development support to fill in the capital investment financing gap. The high cost of operations poses a significant fiscal burden as revenues only cover a small portion of operation and maintenance (O&M) costs, resulting in a vicious cycle of low service quality, low willingness to pay, underfunded operating budgets and lack of investment funding.1F While there have been improvements in DVK's liquidity and operational efficiency, DVK's foreign exchange losses have eroded its equity and ability to service its liabilities.2F Weak enabling environment is mainly caused by poor HR structure of DVK, inefficient tariff policy, and low private sector participation. Challenges in WSS service delivery also include heavy burdens on women and girls who lack access to WSS services. Gender gaps also remain in the staffing of WSS services.??The ongoing support under Dushanbe Water Supply and Sanitation Project and its additional financing to improve DVK's capacity in O&M and financial management, billing, and commercial practices only addresses the operating perspective. The DVK lacks sufficient 'autonomy' to determine 'how' to deliver WSS services against performance targets. The multiple roles exercised by the City of Dushanbe, such as (i) the owner of DVK and WSS assets; (ii) WSS service standard enforcer; (iii) a financier; and (iv) a tariff setter (arbitrator), prevent improvement in performance and financial management capacity of DVK. ??The systemic issues can be better addressed through ADB's knowledge support at a city level through consultation with the City of Dushanbe and other concerned parties, such as the Antimonopoly Agency for tariff regulation, the Tajikgosstandart agency for WSS service standards, the Ministry of Energy and Water Resources (MEWR) for coordination of WSS reforms and the Ministry of Finance (MOF) for investment planning to ensure proper debt management of WSS investment and increased financial sustainability of DVK.???? | ||||

Consulting Services | Individual international and national consultants will be recruited to support the design, implementation, and monitoring of the TA. A consulting firm(s) will be engaged to work on institutional assessment and capacity building development components, and ancillary sectoral institutional development-related public awareness programming activities. A consulting firm(s) will be recruited using QCBS with a 90:10 quality-cost ratio. All consultants will be engaged following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. |
