Consulting Services Individual consultants will be recruited through individual consultant selection process to provide international and national consulting inputs. Firms may also be recruited to provide expertise related to information technology and conduct of surveys using quality- and cost-based selection with a 90:10 qualitycost ratio. As needed, other methods such as single-source selection will be utilized with proper justification. ADB will engage consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions
