The technical assistance will provide project preparation support to a series of ensuing investment projects, comprising the (i) Second Access to Clean Energy Investment Program, and (ii) Second Transmission Strengthening Project. All ensuing projects are among the government's priorities for the energy sector and will require a similar set of due diligence, design, and readiness activities, which will be supported by this TA, thereby reducing transaction costs. Capacity building of the counterpart government agencies and policy advice support provided to the government under this TA is essential for sustainability of all these projects.

Description
The technical assistance will provide project preparation support to a series of ensuing investment projects, comprising the (i) Second Access to Clean Energy Investment Program, and (ii) Second Transmission Strengthening Project. Project Rationale and Linkage to Country/Regional Strategy
The new government is expected to assume office in late 2023. After a consultative process of dialogue with relevant stakeholders, the scope, volume, and the sequence of ADB's energy sector pipeline for the next three years could be refined with the government in consideration of the optimization of investments. However, energy sector reforms and investments will remain high on its development agenda as the high level of fiscal support to the energy sector is undermining the overall fiscal stability and growth. The proposed projects, included in the TA, fully align with sector priorities of (i) improving financial sustainability, (ii) strengthening institutional capacity, and (iii) reinforcing infrastructure and supply systems.
