Description The transaction technical assistance (TA) will help the government prepare the project, design the reform program, and develop the capacity of executing and implementing agencies to implement the ensuing Macroeconomic Resilience and Social Protection Program.
Project Rationale and Linkage to Country/Regional Strategy The proposed program will help the Government of Georgia in building up economic resilience by strengthening the corporate governance and performance management of state-owned enterprises, improving public debt management to deepen the local capital markets, and enhancing the social protection system. The program is in line with the Asian Development Bank's (ADB) country partnership strategy for Georgia, 2019-2023, and is also aligned to ADB's Strategy 2030 operational priorities (OPs): (i) OP1 on addressing remaining poverty and reducing inequalities; (ii) OP2 on accelerating progress in gender equality; (iii) OP3 on tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; and (iv) OP6 on strengthening governance and institutional capacity. The proposed program has an indicative allocation of $100 million which will be financed from ADB's ordinary capital resources for a policy-based loan which will be disbursed over two subprograms of $50 million each.

Consulting Services Individual consultants will be recruited to provide a total of 52 person-months (services to be rendered intermittently). ADB will engage the consultants following ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. The consultants will be engaged on time-based contracts, and lump sum payments and/or output-based contracts will be considered when appropriate. Any experts required but not identified at this time will be recruited as individual consultants and/or resource persons.
