Regional : Advance Sustainable Clean Energy Network for Development
The proposed TA aims to support the development of diversified and responsible critical mineral (CM) and clean energy technology (CET) manufacturing supply chains by providing knowledge solutions, creating a platform for policy dialogue, and supporting capacity building for the creation of a financing facility. It adopts a comprehensive approach encompassing integration of CM production with regional CET supply chains, creating enabling environments for domestic value addition, promoting regional policy dialogues, and catalyzing finance to develop diverse and resilient CM and CET supply chains. The TA is aligned with ADB's Climate Change Action Plan 2023-2030 and Strategy 2030's Operational Priorities 1, 3, and 7. It is included in the 2024 pipeline of the Regional Cooperation and Integration and Trade Division (CCRC) of the Climate Change and Sustainable Development Department (CCSD) and the Energy Sector of the Sectors Group.

- Project Rationale and Linkage to Country/Regional Strategy
- The net-zero transition has highlighted the vital role played by CM and CET manufacturing supply chains. CM extraction and processing and CET manufacturing capacities will need to expand significantly to meet the time-bound global goals of tripling renewable energy capacity by 2030 under the UAE Consensus adopted at COP 28. CM and CET manufacturing supply chains are currently characterized by (i) high levels of geographic concentration; (ii) low levels of value addition and investments in mid-stream manufacturing due to a poor enabling environment and financial risks (including volatile mineral prices); (iii) significant environmental, social, and governance (ESG) issues; and (iv) long project lead times. These result in high vulnerability to disruptions caused by geopolitical, trade tensions, and other risks. There is a potential to bring together resource-rich and resource-seeking countries in Asia and the Pacific to achieve the common goal of developing diversified and responsible CM and CET manufacturing supply chains. The proposed TA aims to address these critical binding constraints and facilitate the implementation of ADB's Climate Change Action Plan 2023-2030 through upstream (CM-CET diagnostics), midstream (strong engagement and policy dialogue with government counterparts), and downstream (design and implementation of sector reforms and investment road maps to address climate priorities) engagements.
