- An equity investment of up to $5 million in Southeast Asia Clean Energy Fund II, LP a targeted $175 million regional private equity fund. SEACEF II will invest in early-stage infrastructure companies that utilize scalable business models and proven low carbon technologies in Southeast Asia to accelerate climate transition by materially avoiding or reducing greenhouse gas emissions through its investments.

- The investment is intended to help accelerate climate transition and address development challenges arising from climate change impacts.
- Linkage to Country/Regional Strategy
The investment aligns with ADB's Strategy 2030 operational priorities (OPs): accelerate progress on gender equality (OP2), which seeks to expand green and inclusive infrastructure facilities that advance gender equality and enhance women's mobility and jobs opportunities. Further, the investment aligns with tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability (OP3), which seeks to scale up support for climate-resilient infrastructure.
The investment is consistent with ADB's country partnership strategies for Indonesia, the Philippines, and Viet Nam, which highlight the need to support private sector development and prioritize building climate-resilient infrastructure and climate-smart technologies. The investment will support clean energy transition and enable more inclusive growth by addressing climate threats to communities that are most vulnerable in the target countries.
The investment is consistent with ADB's Energy Policy to build a sustainable and resilient energy future by increasing energy efficiency and the use of renewable and low carbon energy. Further, the investment is consistent with ADB's Operational Plan for Private Sector Operations, which supports investments in private equity funds that enable ADB to deploy and mobilize equity capital efficiently to support companies in realizing their expansion plans, thereby generating strong multiplier effects on ADB's capital.
