ADB’s TA provided the initial support to these activities: (i) gender analysis of the planning and budgeting processes, (ii) development of gender responsive budgeting (GRB) tools contextualized for Azerbaijan, and (iii) capacity building on GRB. The TA (i) commissioned a quick review of the gender responsiveness of the country’s public financial management system (this discussion paper), (ii) developed a GRB handbook for the Ministry of Labour and Social Protection of Population, and (iii) delivered capacity building for the application of the developed GRB handbook.
