The Ebeye Water Supply and Sanitation Project – ADB PPTA 8306-RMI is located in Ebeye Islet, Republic of the Marshall Islands (RMI). The PPTA was to prepare a project to address factors which result in the high levels of waterborne disease on Ebeye. The project is intended to improve access to safe water and sanitation and promote behavioural change to improve hygiene standards. The PPTA commenced in September 2013 and was completed in March 2015. Master plans have been prepared for water supply, sewerage and electricity infrastructure development and priority interventions included in the proposed Investment Project. A Hygiene Promotion Program was prepared to increase hygiene awareness and foster sustained improved hygiene behaviour on Ebeye. Safeguard studies have also been prepared including social, poverty and gender assessments, environmental assessments, financial and economic analyses of the interventions and a proposed tariff structure for the power, water and sewerage utility, KAJUR (Kwajalein Atoll Joint Utilities Resources). An institutional assessment was also conducted on KAJUR, and proposals made for capacity building to improve performance. An asset management plan was prepared for water supply, sewerage and power infrastructure and a water safety plan developed. The result of all of these analyses is a proposed project that will contribute to the improvement of water, sanitation and electricity services on Ebeye, as well as enable the community to better understand the linkages between water, sanitation and hygiene behaviours, and assist KAJUR to perform more effectively and sustainably.
