The pilot project was intended to feed into the preparation of a policy-based loan on local government service delivery and to inform knowledge management functions by the the Governance Thematic Group (GovTG). Kinerja Jatim’s overarching goals were to develop the capacity of local governments at the district level to deliver effective, safe and good-quality education and health services, as well as to strengthen health systems and governance by promoting and implementing Kinerja’s four good-governance principles (accountability, transparency, responsiveness and participation).
