The proposed program will support continuing reforms in customs by implementing the Customs Reform and Modernization (CRM) Plan, 2021–2026, and improving trade logistics through the preparation and implementation of a new Trade Logistics Policy (TLP), 2022. The program has two reform areas: improving customs processes and developing, and strengthening the logistics sector. As logistics is a new reform area for the Government of Nepal, a programmatic approach with three subprograms is the most suitable approach to (i) support structural reforms for inclusive development of the industry and improved services over the medium term, (ii) ensure sustainability of reforms through proper targeting and sequencing, and (iii) harness the government’s commitment to logistics reforms in order to incentivize multiple government agencies to coordinate implementation. Subprogram 1 focuses on establishing the institutional and structural foundation for the reforms.

The report and recommendation of the President to the Board of Directors (RRP) document describes the terms and conditions of a project for consideration and approval by ADB's Board of Directors.
