The aggregate Social Protection Indicator (SPI) for Tonga in 2018 is estimated at 1.5% of GDP per capita, compared to 1.8% in 2015, reflecting the higher GDP per capita level in 2018. The SPI for social insurance was 1.0% of GDP per capita in 2018 (1.3% in 2015). The SPI for social assistance remained at 0.4%, and the SPI for labor market programs remained at 0.1%. The low aggregate SPI for Tonga indicates a relatively low level of formal social protection for key target groups, with the exception of the elderly.
