The overall Social Protection Indicator (SPI) for 2018 in Japan is 11.7% of the country’s gross domestic product (GDP) per capita. The overall SPI slightly decreased by 0.4 percentage point from 2015. However, in absolute terms, the amount of social protection expenditure 2018 increased by 6.9%, reaching ¥112,700,579. In Japan, the private insurance system has developed well; however, the main actor in social protection is still the government. Given this background, enhancing the social protection system is an urgent issue.
