Strengthening Cooperation on Disaster Risk Management within the Association of Southeast Asian Nations: Recommendations for Implementing Disaster Responsive Social Protection at the Local Level in ASEAN Member States

This report presents two substantive findings and associated recommendations, informed by extensive engagement and consultation with ten civil society organisations (CSO's) from five Association of Southeast Asian Nations (ASEAN) member states (AMS). First, the well-established Community-Based Disaster Risk Management (CBDRM) approach offers a mechanism for building Disaster Responsive Social Protection (DRSP) at the local level. CBDRM is widely adopted in AMS, therefore leveraging this experience with disaster responsive social protection – instead of creating parallel initiatives – offers the most promise at the local level. The second finding highlights the need to promote a collaborative relationship between local government and CBDRM committees to implement DRSP activities effectively and ensure sustainability. This includes promoting gender and social inclusion given the disproportionate impact of disasters on women and other vulnerable groups.
