e-GP Assessment Report for the Public Procurement Agency of Vietnam: Technical Assistance Consultant’s Report

The Vietnam e-government procurement (e-GP) system that consists of three main components (e-bidding, user management and portal) using Public Key Infrastructure has been developed since 2009. It allows advertising of procurement plans, invitation for bids and contract award notices, issuance of bidding documents, receipt of bids and bid opening. In September 2015, the World Bank (WB) assessed the e-GP system and concluded that it can be used for Shopping (advertising and issuance of request for quotation and submission of quotations in line with WB policy), and National Competitive Bidding (NCB) for procurement of goods and works (advertising and issuance of bidding documents only). The main activities of this consultancy work include the following: 1) assess the readiness of the e-GP system of Vietnam for ADB/WB funded procurement through NCB; 2) provide recommendations to customize and adapt the e-GP system in order to make system to be able to be used for ADB/WB funded NCB procurement; and 3) oversee and support the implementation of the approved recommendations.
