Wastewater governance in rural areas should be guided by improving the quality of the living environment rather than achieving performance goals.

In the context of the People’s Republic of China's promotion of decentralized wastewater governance, the successful promotion of household Johkasou in Changshu provides an opportunity for the application of Johkasou on Chongming Island. We review the initial rural wastewater governance in Chongming and the challenges faced in applying household Johkasou, such as the standard for high-quality effluent and the model that emphasizes construction rather than maintenance, and summarizes the local solutions and considerations to address the two challenges. Finally, we present guiding proposals from the perspective of rural wastewater governance.
