This brief uses cellphone data to assess the effect of COVID-19 community quarantines, or lockdowns, on urban mobility in the Philippines.

The analysis from 2020 data reveals that urban mobility in the Philippines was highly responsive to lockdown policies and appeared to have tracked lockdown stringency levels as expected. Moreover, the impact of lockdowns was strongest in cities where a high share of the workforce was employed in work-from-home friendly sectors or medium to large enterprises. The authors compare findings with cross-country evidence on lockdowns and mobility and discuss the economic implications for containment policies in the Philippines.
