A basic challenge facing education and skill formation systems in development, is to find a targeted, strategic and affordable approach to improving access and retention of students using successful examples from the Asian experience as models. Learning by doing, the Japanese experience of being trained on the job, is a good example for other countries in the region to consider for adoption.
