This paper analyzes factors that affect the growth of enterprises in the Philippines, as measured from the expansion of employment.

It attempts to provide a comprehensive background on the various policies and legislation that affect firms. It investigates which of the reported constraints in the business environments, within which these firms operate, are binding. The significant binding constraints across various specifications include customs and trade regulations, labor regulations, access to finance, and practices of competitors in the informal sector.
