The Asian Development Bank approved the additional financing for the Maharashtra Rural Connectivity Improvement Project in 2021 to help improve the rural road network and, consequently, the economic development of India’s Maharashtra State.

To evaluate the impacts of the project, a baseline survey was conducted using structured interview formats before the project implementation, and an ex-post survey is planned upon project completion. This paper discusses the methodology for the project’s impact evaluation, summarizes the findings from the baseline survey, and introduces an assessment of land use and changes using time-series satellite images, which is expected to supplement the structured interview surveys.
