The climate meeting in Katowice (COP 24) in 2018 resulted in the adoption of the Paris Agreement Rulebook, which is the operationalization of the Paris Agreement. However, an important part of the Rulebook, Article 6, was pushed to COP 25. Article 6 of the Paris Agreement provides the foundations for post-2020 carbon markets as well as nonmarket approaches. This paper recalls the outcome from Katowice and elaborates key issues and key positions among Parties taking stock of the negotiation meeting held in Bonn, Germany, in May 2019.
