Nepal: Assessment of School Education Financing in a Federal System

This brief examines education financing trends in Nepal following the government’s transition to a federal system and recommends designs for future financing, operational conditions, and practices that better reflect the new system.

Findings from the assessment undertaken in 2020 show the need to consider other factors in allocating federal conditional grant for education to local governments, such as location, population density, fiscal capacity, and resource needs. The brief also emphasizes that policy reforms in financing is only part of the challenges, and other aspects of the federal system that shape and influence allocation of resources must also be considered and analyzed to better understand impacts on the education sector.
