This publication focuses on learnings from the outcome of ADB's compliance review of the CAREC Transport Corridor 1 (Bishkek–Torugart Road) Project 1 in the Kyrgyz Republic under the 2003 Accountability Mechanism Policy.

It emphasizes need to ensure the technical expertise and competence of project management teams, who must also have clear understanding of ADB’s safeguard policies. This is the third in the Lessons Learned from Compliance Reviews of the Asian Development Bank 2004–2020 series of publications prepared by ADB’s Office of the Compliance Review Panel. The series examines compliance reviews for eight ADB-assisted projects that were the subjects of complaints to the Compliance Review Panel in 2004–2020.
