    This brief explores the Asian Development Bank's (ADB) Early Child Development Project in the Philippines, designed to assist the Philippine Government in operationalizing its 10-year (1998-2007) National Early Childhood Development Program. Its aim was to help reduce child mortality, malnutrition, and primary school drop-out rates. The project was also designed to provide the needed technical and financial support to enable local government units (LGUs) to deliver more and better services for children under the age of 6. It was implemented in 132 LGUs in 10 provinces in regions VI, VII, and XII.

The main objective of the CLGSSDP (the project) was to improve socioeconomic well-being and generate employment through improved service delivery for an estimated 450,000 families living in poor communities as part of the crisis alleviation program. The policy component of the project aimed to contribute substantially to increasing the country's administrative and fiscal autonomy and decentralizing environmental management.
