    Uzbekistan: Small Business Finance Project

    The project will support participating financial institutions (PFIs) to provide loans to small businesses. The TA will help PFIs strengthen credit underwriting to improve rural outreach, and enhance financial literacy of their small business clients.

    The PCR rated the project successful. This validation assesses the project successful.

    Mongolia: Shock-Responsive Social Protection Project

    The project aimed to finance social protection measures to mitigate the socioeconomic impacts of the coronavirus disease (COVID-19) pandemic. The project applied shock-responsive social protection principles to temporarily expand food support and cash transfers, using the targeting and delivery systems of the two established national social assistance programs—child money program (CMP) and food stamp program (FSP).

    This report validates the completion report's assessment of the project. IED overall assessment: Highly successful.

    Timor-Leste: Mid-Level Skills Training Project

    The project aimed to strengthen selected public and private training providers by building on and upgrading existing training programs and facilities with a proven record of delivering quality skills training at the basic level. It was the first ADB support in TVET in the country. The project's envisaged outcome was a TVET system enhanced with mid-level skills training (levels 2–4) that is relevant and responsive to labor market needs.

    Palau: Palau Public Utilities Corporation Reform Program (Subprograms 1 and 2)

    The program was intended to enable a longer-term horizon to implement politically sensitive reforms including developing an appropriate regulatory environment and cost-based tariffs for wastewater operations (WWO). The program’s envisaged outcome was Palau Public Utilities Corporation's (PPUC’s) financial sustainability improved.

    Philippines: Social Protection Support Project

    The project helped the government implement and expand its social protection reform agenda, especially the Pantawid Pamilyang Pilipino Program (4Ps)—conditional cash transfer (CCT) program—and the national household targeting system for poverty reduction. The envisaged impact was reduced income poverty and non-income poverty. The outcome was increased household consumption and use of education and health services among poor households and women beneficiaries of the 4Ps.

    Mongolia: COVID-19 Rapid Response Program

    The program was designed to align directly with the three elements of the Countercyclical Development Expenditure Program (CDEP), which included measures to (i) protect public health, (ii) support the citizens , and (iii) support vulnerable businesses and provide fiscal stimulus. The anticipated program outcome was to have the negative health and economic effects of the COVID-19 crisis on vulnerable groups mitigated.

    This report validates the completion report of the program. IED overall assessment: Successful.

    Uzbekistan: COVID-19 Active Response and Expenditure Support Program

    The program was designed to support the government’s immediate priorities, which were to control the spread of the COVID-19 virus and mitigate its immediate economic and social effects. Based on the design and monitoring framework (DMF) in the report and recommendation of the President (RRP), the program’s intended impact was aligned with the government’s program to mitigate the adverse impacts of COVID-19 on the population’s health, incomes, and economic opportunities, as well as macroeconomic stability.

    People's Republic of China: Hunan Technical and Vocational Education and Training Demonstration Project

    The project sought to improve the quality and relevance of formal technical and vocational education and training (TVET) in Hunan province. It sought to introduce competency-based standards and curriculum, train vocational instructors, and strengthen TVET management capacity to support inclusive and environmentally sustainable development. An important aspect of the project was to strengthen industry participation in TVET with the formation of Industry Advisory Groups (IAGs) to better align the demand for and supply of labor skills.

    Cambodia: Strengthening Public Financial Management Program (Subprogram 1)

    The program's envisaged outcome was enhanced efficiency, effectiveness, and accountability of public expenditure and revenue management. It was intended to address three continuing weaknesses in the public financial management (PFM) system: (i) incomplete national PFM policies, regulatory frameworks, and systems; (ii) limited capacity of line ministries; and (iii) limited external audit functions.

    Fiji: Sustained Private Sector-Led Growth Reform Program (Subprograms 1, 2, and 3)

    The program was to support the implementation of Fiji's National Development Plan in these three policy areas: (i) fiscal management, particularly public financial management (PFM); (ii) the business and investment climate; and (iii) policy, legal, and institutional framework for state-owned enterprises (SOEs) and public–private partnerships (PPPs).
