    2020 Annual Evaluation Review: ADB’s Project Level Self-Evaluation System

    ONGOING EVALUATION. The Annual Evaluation Review (AER) is a flagship report of the Independent Evaluation Department (IED) and serves the purpose of accountability and learning. It reports on the performance of Asian Development Bank (ADB) operations based on evaluation and validation work undertaken during 2019 and compares it with that of earlier years. The 2020 AER will also synthesize key results from these evaluations and highlight issues and make recommendations to inform ADB’s development agenda.

    This paper sets out the approach and methodology for the evaluation of the six tranches included in the Multitranche Financing Facility (MFF): Madhya Pradesh Power Sector Investment Program implemented by ADB in India. The evaluation will assess the performance of ADB's multitranche program loans provided to India to improve the accessibility, quality, affordability, and sustainability of the national electricity supply. It will also identify issues and lessons, and provide recommendations for future ADB support in the energy sector in India.
