ADB Signs Loan for First Cross-Border Wind Power Project in Asia, First Plant in Lao PDR and Largest in Southeast Asia

VIENTIANE, LAO PEOPLE’S DEMOCRATIC REPUBLIC (1 March 2023) — The Asian Development Bank (ADB) and Monsoon Wind Power Company Limited (Monsoon) signed a $692.55 million nonrecourse project financing package to build a 600-megawatt wind power plant in Sekong and Attapeu provinces in the southern region of the Lao People’s Democratic Republic (Lao PDR) to export and sell power to neighboring Viet Nam. Comprising 133 wind turbines, the project will be the largest wind power plant in Southeast Asia and the first in the Lao PDR.

As sole mandated lead arranger and bookrunner, ADB has, arranged, structured, and syndicated the entire financing package—the largest syndicated renewable project financing transaction among ASEAN countries to date. The package comprises a $100 million A loan from ADB’s ordinary capital resources, a $150 million syndicated B loan, $50 million in concessional financing, $382.55 million in parallel loans, and a $10 million grant. Cutting edge use of concessional blended finance was critical in overcoming the project’s bankability hurdles to crowd in commercial capital.

“Developing economies in Asia and the Pacific face shortfalls in climate investments that are needed to clear a pathway to green growth. The syndication of development and commercial financing for this project bridges this gap by mobilizing private capital to develop wind resources which are translated into clean power generation that can spur economic and social advancement in the region,” said ADB Private Sector Operations Department Director General Suzanne Gaboury.“ The financing from ADB and its partners will help unlock the Lao PDR’s untapped wind resources, providing a basis for a transition to clean energy and green growth that will have lasting benefits for the economy.”

Cross-border power supply has been a pillar of the Lao PDR’s economic growth. Harnessing the country’s untapped wind resources can provide energy diversification as the seasonality of the wind resource is countercyclical to the rainy season, which supports the country’s hydropower generation. The project will reduce annual greenhouse gas emissions by at least 748,867 tons of carbon dioxide equivalent.

The B loan comprises $100 million from Siam Commercial Bank and $50 million from Sumitomo Mitsui Banking Corporation while the concessional financing administered by ADB comprises $20 million from the Leading Asia’s Private Infrastructure Fund (LEAP) and $30 million from the Canadian Climate Fund for the Private Sector in Asia (CFPS, CFPS II). Parallel loans include $120 million from the Japan International Cooperation Agency, $100 million from Kasikorn Bank, $72.55 million from the Asian Infrastructure Investment Bank, $60 million from the Export-Import Bank of Thailand, and $30 million from the Hong Kong Mortgage Corporation Limited. A $10 million grant from ADB’s Asian Development Fund (ADF) – Private Sector Window (ADB-PSW) will help mitigate key project risks, including potential curtailment risk, which is a key bankability issue for lenders.

“Together with ADB, we take this milestone step in the global fight against climate change coupled with our own corporate mission to uplift the well-being and happiness of the local communities we work within,” said the project’s developer Impact Electrons Siam Company Limited Chief Executive Officer Peck Khamkanist. “We thank ADB for its leadership in their catalytic arrangement of this deal’s financing bringing together multiple parties both from commercial as well as the development sphere.”

LEAP is an ADB-managed fund capitalized with a $1.5 billion commitment by the Japan International Cooperation Agency. Established in 2016, LEAP focuses on delivering high-quality and sustainable private sector infrastructure projects that reduce carbon emissions, improve energy efficiency, and offer accessible and affordable health care, education, and communication services to ADB’s developing member countries.

CFPS and CFPSII are ADB-managed concessional funds, established with contributions of $231.5 million from Global Affairs Canada. The funds are designed to support greater private sector participation in climate change mitigation and adaptation in low and lower middle-income countries and upper middle-income small island developing states in Asia and the Pacific. The funds also seek to promote gender equality and the empowerment of women and girls.

ADB-PSW is a facility approved by ADF donors in 2020 that supports private sector development in frontier markets by offering grant resources to fund financial products that address and reduce common financing constraints that hinder many private sector transactions.

この融資は、ADBが単独の主幹事およびブックランナーとして融資パッケージ全体のアレンジや組成、シンジケーションを行ったもので、ASEAN諸国において過去最大の再生可能エネルギー事業向けシンジケート・ローンとなる。パッケージの内訳は、ADBの通常資本財源からのAローン1億ドル、シンジケートBローン1億5,000万ドル、譲許的融資5,000万ドル、パラレルローン3億8,255万ドル、並びに無償資金(グラント)1,000万ドルで構成される。譲許性を有するブレンデッドファイナンスの先進的な活用は、商業資本を集める上での、プロジェクトのバンカビリティ(投融資適格性)に係る課題を解決する上で重要な役割を果たした。

スザンヌ・ガブリADB民間部門業務局長は、「アジア・太平洋地域における開発途上国経済は、グリーンな成長への道筋をつけるために必要とされる、気候変動対策のための投資の不足に直面している。本プロジェクトは、開発金融と商業金融の融合により、風力資源を電力へと変換するために必要な民間資本を動員することで、こうした資金ギャップを埋め、域内の経済的および社会的発展を促すことができる」とした上で、「ADBとそのファイナンス・パートナーからの融資は、ラオスにおける未開発の風力資源の利用を推進し、同国の経済に永続的な利益をもたらすクリーンエネルギーとグリーン成長への移行の礎を提供する」と述べた。

国境を越えた電力供給はラオスの経済成長を促す柱の1つとなっている。風力資源の季節性は、水力発電を支える雨季と逆の周期であるため、未開発の風力資源を利用することで同国の電力の多様化を図ることが可能になる。このプロジェクトにより、年間の温室効果ガス排出量は二酸化炭素換算で少なくとも748,867トン削減される。

Bローンの内訳は、サイアム商業銀行から1億ドル、三井住友銀行から5,000万ドル、またADBが管理するアジアインフラパートナーシップ信託基金(LEAP)から2,000万ドル、アジア民間セクターのためのカナダ気候基金(CFPSおよびCFPS II)から3,000万ドルとなっている。並行して提供されるパラレル融資には、国際協力機構(JICA)からの1億2,000万ドル、カシコン銀行からの1億ドル、アジアインフラ投資銀行からの7,255万ドル、タイ輸出入銀行からの6,000万ドル、香港按掲証券有限公司(Hong Kong Mortgage Corporation Limited)からの3,000万ドルが含まれる。ADBのアジア開発基金(ADF)民間セクター・ウィンドウ(ADB-PSW)からの1,000万ドルのグラントは、貸し手にとって重要なバンカビリティの問題である潜在的な削減リスクなど、主要なプロジェクトリスクの軽減に貢献する。

LEAPは、国際協力機構(JICA)からの15億ドルの出資を受け、2016年に設立された。ADBの開発途上加盟国における質の高い、持続可能な民間セクターのインフラ事業の実施を支援しており、支援対象分野は二酸化炭素の排出削減、省エネルギー、誰にでも手の届く医療や教育、情報通信サービスの提供など多岐にわたる。

CFPSとCFPS IIは、アジア太平洋地域の低所得国および低位中所得国、そして高位中所得の小島嶼開発途上国(SIDS)における気候変動の緩和と適応への民間セクターの参加拡大を支援することを目的とした、ADBが管理する譲許的資金である。この基金はまた、ジェンダー平等と女性と少女のエンパワーメントを促進することを目指している。

ADB-PSWは、2020年にADFドナー国・地域によって承認されたファシリティであり、多くの民間セクター取引を妨げる共通の資金調達上の制約に対処し、これを軽減する金融商品・手段に無償資金を提供することで、フロンティア市場における民間セクター開発を支援するものである。

เวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว (1 มีนาคม 2566) — ธนาคารพัฒนาเอเชีย หรือ เอดีบีและบริษัท Monsoon Wind Power Company Limited (Monsoon) ได้ลงนามในสัญญาเงินกู้แบบ non-recourse financing package มูลค่า 692.55 ล้านเหรียญสหรัฐ เพื่อสร้างโรงไฟฟ้าพลังงานลมขนาด 600 เมกะวัตต์ (MW) ในแขวงเซกองและแขวงอัตตะปือในภาคใต้ของสาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) เพื่อส่งออกและขายไฟฟ้าไปยังเวียดนามซึ่งเป็นประเทศเพื่อนบ้าน ซึ่งประกอบไปด้วยกังหันลมทั้งหมด 133 ต้น โดยโครงการนี้จะเป็นโรงไฟฟ้าพลังงานลมที่ใหญ่ที่สุดในเอเชียตะวันออกเฉียงใต้และเป็นแห่งแรกใน สปป.ลาว

เอดีบีได้รับมอบหมายให้เป็นผู้จัดการแต่เพียงผู้เดียวในการจัดการ วางโครงสร้าง และรวบรวมแพ็กเกจทางการเงินทั้งหมด ซึ่งเป็นธุรกรรมการจัดหาเงินทุนสำหรับโครงการพลังงานหมุนเวียนที่ใหญ่ที่สุดในอาเซียนที่เคยมีมา โดยในแพ็กเกจนั้นประกอบด้วยเงินกู้รูปแบบ A จำนวน 100 ล้านเหรียญสหรัฐ จากแหล่งเงินทุนสามัญของเอดีบี เงินกู้เสริมพิเศษ (B loan) จำนวน 150 ล้านเหรียญสหรัฐ เงินกู้เงื่อนไขผ่อนปรน จำนวน 50 ล้านเหรียญสหรัฐ เงินกู้คู่ขนานจำนวน 382.55 ล้านเหรียญสหรัฐ และเงินช่วยเหลือแบบให้เปล่าจำนวน 10 ล้านเหรียญสหรัฐ การใช้เงินทุนแบบผสมผสานที่ล้ำสมัยนี้มีความสำคัญอย่างยิ่งและช่วยดึงดูดเงินทุนเชิงพาณิชย์ให้เพิ่มมากขึ้นทำให้โครงการมีศักยภาพในการชำระหนี้เพิ่มมากขึ้น

“ประเทศกำลังพัฒนาในเอเชียและแปซิฟิกเผชิญกับความขาดแคลนการลงทุนด้านสภาพอากาศ ซึ่งจำเป็นต่อการสร้างเส้นทางสู่การเติบโตที่เป็นมิตรต่อสิ่งแวดล้อม การรวบรวมเงินทุนจากธนาคารเพื่อการพัฒนาและธนาคารพาณิชย์ของโครงการดังกล่าวจะช่วยเชื่อมช่องว่างในการระดมเงินทุนภาคเอกชนเพื่อพัฒนาทรัพยากรลมให้เป็นพลังงานที่ช่วยกระตุ้นเศรษฐกิจและสังคมให้ก้าวหน้าในภูมิภาคได้” กล่าวโดยนางซูซานน์ กาบูรี่ ผู้อำนวยการฝ่ายปฏิบัติการภาคเอกชนประจำเอดีบี “การจัดหาเงินทุนจากเอดีบีและพันธมิตรจะช่วยปลดล็อกแหล่งพลังงานลมที่ยังไม่เคยได้ใช้ของ สปป.ลาว ซึ่งเป็นพื้นฐานสำหรับการเปลี่ยนผ่านไปสู่พลังงานสะอาดและการเติบโตที่เป็นมิตรต่อสิ่งแวดล้อม ซึ่งจะส่งผลดีต่อเศรษฐกิจได้อย่างยั่งยืน”

การผลิตไฟฟ้าเพื่อส่งออกระหว่างประเทศเป็นเสาหลักของการเติบโตทางเศรษฐกิจของ สปป.ลาว ซึ่งการนำทรัพยากรลมที่ไม่เคยใช้มาผลิตไฟฟ้าทำให้พลังงานมีความหลากหลายมากขึ้น เนื่องจากฤดูกาลของทรัพยากรลมนั้นตรงกันข้ามกับฤดูฝนซึ่งสนับสนุนการผลิตไฟฟ้าพลังน้ำของประเทศอยู่แล้ว โครงการดังกล่าวยังช่วยลดการปล่อยก๊าซเรือนกระจกต่อปีได้อย่างน้อย 748,867 ตันของคาร์บอนไดออกไซด์เทียบเท่า

เงินกู้ของโครงการนี้ ประกอบด้วย 1) เงินกู้เสริมพิเศษ (B loan) ได้แก่ เงินจำนวน 100 ล้านเหรียญสหรัฐ จากธนาคารไทยพาณิชย์ และจำนวน 50 ล้านเหรียญสหรัฐ จาก Sumitomo Mitsui Banking Corporation 2) เงินกู้เงื่อนไขผ่อนปรนที่บริหารโดยเอดีบี ได้แก่ เงินจำนวน 20 ล้านเหรียญสหรัฐ จาก Leading Asia's Private Infrastructure Fund (LEAP) และจำนวน 30 ล้านเหรียญสหรัฐ จาก Canadian Climate Fund for the Private Sector in Asia (CFPS, CFPS II) -3) เงินกู้คู่ขนานประกอบไปด้วยเงินจำนวน 120 ล้านเหรียญสหรัฐ จากองค์การความร่วมมือระหว่างประเทศของญี่ปุ่น จำนวน 100 ล้านเหรียญสหรัฐ จากธนาคารกสิกรไทย จำนวน 72.55 ล้านเหรียญสหรัฐ จากธนาคารเพื่อการลงทุนโครงสร้างพื้นฐานแห่งเอเชีย จำนวน 60 ล้านเหรียญสหรัฐ จากธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย และจำนวน 30 ล้านเหรียญสหรัฐ จาก Hong Kong Mortgage Corporation Limited และ 4) เงินช่วยเหลือแบบให้เปล่าจำนวน 10 ล้านเหรียญสหรัฐ จาก Asian Development Fund (ADF) – Private Sector Window (ADB-PSW) ของเอดีบี ซึ่งจะช่วยลดความเสี่ยงด้านต่างๆ ที่มีผลกระทบโดยตรงต่อโครงการ รวมถึงความเสี่ยงจากการจำกัดการรับซื้อไฟ ซึ่งเป็นประเด็นสำคัญของผู้ให้กู้ยืม

“การร่วมมือกับเอดีบีเป็นก้าวสำคัญในการต่อสู้กับการเปลี่ยนแปลงสภาพภูมิอากาศทั่วโลกควบคู่ไปกับพันธกิจขององค์กรของเราในการยกระดับความเป็นอยู่และความสุขของชุมชนท้องถิ่นที่เราทำงานอยู่” กล่าวโดยนายเป๊ก ขำขนิษฐ์ ประธานเจ้าหน้าที่บริหาร บริษัท อิมแพค อิเลคตรอนส์ สยาม จำกัด และผู้พัฒนาโครงการ “เราขอขอบคุณเอดีบี สำหรับความเป็นผู้นำในการจัดหาแหล่งเงินทุนโดยได้รวมรวมพันธมิตรทางการเงินทั้งจากธนาคารพาณิชย์และธนาคารเพื่อการพัฒนา”

LEAP เป็นกองทุนที่บริหารโดยเอดีบี มีมูลค่า 1.5 พันล้านเหรียญสหรัฐ โดยมีพันธะสัญญากับองค์การความร่วมมือระหว่างประเทศของญี่ปุ่น กองทุน LEAP นี้ได้ก่อตั้งขึ้นในปี 2559 โดยมุ่งเน้นการสนับสนุนโครงการโครงสร้างพื้นฐานของภาคเอกชนที่มีคุณภาพสูงและยั่งยืน ซึ่งช่วยลดการปล่อยก๊าซคาร์บอนไดออกไซด์ ปรับปรุงประสิทธิภาพการใช้พลังงาน อีกทั้งให้บริการด้านการดูแลสุขภาพ การศึกษา และการสื่อสารที่เข้าถึงได้และราคาไม่แพงแก่ประเทศสมาชิกกำลังพัฒนาของเอดีบี

VIENTIANE, CỘNG HÒA DÂN CHỦ NHÂN DÂN LÀO (ngày 1 tháng 3 năm 2023) — Ngân hàng Phát triển Châu Á (ADB) và Công ty TNHH Điện gió Monsoon (Moosoon) đã ký gói tài trợ dự án không truy đòi trị giá 682,55 triệu USD để xây dựng nhà máy điện gió công suất 600 mê-ga-oát (MW) tại các tỉnh Sekong và Attapeu ở khu vực phía Nam cuả Cộng hòa Dân chủ Nhân dân Lào (CHDCND Lào) nhằm xuất khẩu và bán điện cho quốc gia láng giềng Việt Nam. Với 133 tua-bin gió, đây sẽ là dự án lớn nhất ở Đông Nam Á cho đến nay, và cũng là nhà máy điện gió đầu tiên ở CHDCND Lào.

ADB với vai trò Bên chủ trì thu xếp và bảo lãnh duy nhất đã thu xếp, cấu trúc và phân bổ toàn bộ gói tài trợ, và cũng là giao dịch tài trợ cho dự án năng lượng tái tạo hợp vốn lớn nhất giữa các quốc gia ASEAN cho đến nay. Gói tài trợ bao gồm khoản vay A trị giá 100 triệu USD từ quỹ nguồn vốn thông thường của ADB, khoản vay hợp vốn loại B trị giá 150 triệu USD, khoản tài trợ ưu đãi trị giá 60 triệu USD, khoản vay song song trị giá 382,55 triệu USD và khoản viện trợ không hoàn lại trị giá 10 triệu USD. Việc sử dụng nguồn tài chính kết hợp ưu đãi tiên tiến này là rất quan trọng trong việc vượt qua các rào cản về khả năng tài chính của dự án để huy động vốn thương mại.

Ông Jackie B. Surtani, Trưởng Ban Tài chính Cơ sở hạ tầng Đông Á, Đông Nam Á và Thái Bình Dương thuộc Vụ Nghiệp vụ Khu vực tư nhân của ADB nhận định: “Các nền kinh tế đang phát triển ở châu Á và Thái Bình Dương đang đối mặt với tình trạng thiếu hụt vốn đầu tư khí hậu cần thiết để mở đường cho tăng trưởng xanh. Sự kết hợp giữa tài trợ phát triển và thương mại của dự án này sẽ giúp thu hẹp khoảng cách này bằng việc huy động nguồn vốn tư nhân để phát triển tài nguyên gió thành năng lượng, giúp thúc đẩy tiến bộ kinh tế và xã hội trong khu vực. Khoản tài trợ từ ADB và các đối tác sẽ giúp khơi thông nguồn tài nguyên gió chưa được khai thác của CHDCND Lào, tạo cơ sở cho quá trình chuyển đổi sang năng lượng sạch và tăng trưởng xanh, sẽ mang lại lợi ích lâu dài cho nền kinh tế”.

Cung cấp điện xuyên biên giới là một trụ cột tăng trưởng kinh tế của Lào. Việc tận dụng nguồn tài nguyên gió chưa được khai thác của Lào có thể giúp đa dạng hóa nguồn năng lượng do mùa khai thác tài nguyên gió ngược với mùa mưa, vốn hỗ trợ cho việc sản xuất thủy điện của Lào. Dự án sẽ giảm lượng phát thải khí nhà kính hàng năm ít nhất là 748.867 tấn các-bon đi-ô-xít tương đương.

Khoản vay B bao gồm 100 triệu USD từ Ngân hàng Thương mại Siam và 50 triệu USD từ Tập đoàn Ngân hàng Sumitomo Mitsui, cũng như nguồn tài chính ưu đãi do ADB quản lý gồm 20 triệu USD từ Quỹ Cơ sở hạ tầng Khu vực tư nhân Leading Asia (LEAP) và 30 triệu USD từ Quỹ Khí hậu Ca-na-đa cho Khu vực tư nhân ở châu Á (CFPS, CFPS II). Các khoản vay song song, gồm 120 triệu USD từ Cơ quan Hợp tác quốc tế Nhật Bản, 100 triệu USD từ Ngân hàng Kasikorn, 72,55 triệu USD từ Ngân hàng Đầu tư hạ tầng châu Á, 60 triệu USD từ Ngân hàng Xuất - Nhập khẩu Thái Lan và 30 triệu USD từ Công ty TNHH Tập đoàn Tín chấp Hồng Kông (Hong Kong Mortgage Corporation Limited). Khoản viện trợ không hoàn lại trị giá 10 triệu USD từ Quỹ Phát triển Châu Á (ADF) của ADB – Cửa sổ khu vực tư nhân (ADB-PSW) sẽ giúp giảm thiểu các rủi ro chính của dự án, bao gồm cả rủi ro cắt giảm tiềm năng, vốn là vấn đề quan trọng về tính khả thi tài trợ đối với các bên cho vay.

LEAP là quỹ do ADB quản lý, với nguồn vốn cam kết 1,5 tỉ USD từ Cơ quan Hợp tác quốc tế Nhật Bản. Được thành lập năm 2016, LEAP tập trung cung cấp các dự án cơ sở hạ tầng bền vững có chất lượng cao của khu vực tư nhân nhằm giảm lượng khí thải các-bon, cải thiện hiệu quả sử dụng năng lượng, đồng thời cung cấp các dịch vụ y tế, giáo dục và truyền thông dễ tiếp cận với giá cả phải chăng cho các quốc gia thành viên đang phát triển của ADB.

CFPS và CFPSII là các quỹ ưu đãi do ADB quản lý được thiết lập với sự đóng góp 231,5 triệu USD từ Global Affairs Canada. MANILA, PHILIPPINES (14 June 2022) — Asia and the Pacific must overhaul its energy sector to transition to a net-zero future that is vital in the fight against climate change, Asian Development Bank (ADB) President Masatsugu Asakawa said today at the Asia Clean Energy Forum (ACEF).

“The transition to a net-zero future will not be stress-free: it calls for an overhaul of the energy sector—its policies, structure, governance, financing, and technologies,” said Mr. Asakawa. “We must strive to transition to clean, secure, and resilient energy that can also support just and inclusive growth for the region.”

More than 50% of global greenhouse gas emissions come from Asia and the Pacific, where some 157 million people in the region remain without electricity. ADB adopted a new energy policy in 2021 which pursues universal access to reliable, affordable, and sustainable energy services while promoting the low-carbon transition.

Mr. Asakawa said ADB will continue to deliver progressive, effective energy solutions under the bank’s ambition to provide $100 billion in cumulative climate finance from 2019 to 2030. ADB is promoting innovative financing models such as the Energy Transition Mechanism to accelerate the early retirement of coal plants, and the ASEAN Green Recovery Platform which invests in climate-resilient infrastructure in Southeast Asia to speed up the recovery from the pandemic.

Hosted by ADB and co-organized by the United States Agency for International Development (USAID) and the Korea Energy Agency (KEA), ACEF 2022 runs from 14 to 17 June. More than 3,000 delegates are expected to join the online event including policy makers, energy and private sector professionals, and civil society organizations from around the world.

This year’s forum explores integrated solutions in technology, finance, and policy to achieve the clean energy transition, meet countries’ Nationally Determined Contributions, and contribute to the Sustainable Development Goals.

On 16 June, ADB will launch a new digital ecological sensitivity mapping tool to enable countries to scale up their renewable energy infrastructure without harming birds and biodiversity. Wind and solar projects require large areas for utility-scale electricity generation, but if sited incorrectly, these can impact threatened species and lead to natural habitat losses—Potentially releasing millions of tons of stored carbon. Developed with BirdLife International, ADB’s Avian Sensitivity Tool for Energy Planning, or AVISTEP, will initially cover India, Nepal, Thailand, and Viet Nam.

Intergovernmental Panel on Climate Change Chair Hoesung Lee, US National Renewable Energy Laboratory Director and Alliance for Sustainable Energy President Martin Keller, and US National Renewable Energy Laboratory Program Manager for Strategy Andrea Watson delivered keynote messages at the opening plenary. ADB Managing Director General Woochong Um, KEA President Sang-Hoon Lee, and USAID Chief Climate Officer and Deputy Assistant Administrator Gillian Caldwell gave introductory remarks.

Here’s where things stand now:

In Indonesia, ADB late last year signed a Memorandum of Understanding with Cirebon Electric Power, an independent power producer (IPP), and other partners to explore the early retirement of the first coal-fired power plant under the ETM program. The planned transaction, which would retire a 660-megawatt coal power plant in Western Java, is designed to be a replicable model that can be applied to other IPPs in Indonesia. ​​Additionally,   ADB is supporting the design and operation of Indonesia's ETM Country Platform, which oversees the broad structure of energy transition activities in Indonesia and future programs to accelerate the retirement or repurposing of coal-fired power plants. ​​ADB is supporting the development of Indonesia’s investment plan under the Climate Investment Funds Accelerating Coal Transition (CIF-ACT) program, which received in-principle approval to access $500 million of concessional capital in October 2022.​​​

​​  In the Philippines, ADB concluded a pre-feasibility study in 2021 and is still engaged with a full feasibility study. ADB is also working with the government to prepare an investment plan under the CIF-ACT window.

  In Viet Nam, ADB conducted a pre-feasibility study in 2021 and is in discussions with key ministries to initiate a full ETM feasibility study.

In Pakistan, ADB secured $300,000 in technical assistance to conduct a pre-feasibility study, which began in October 2022 and is expected to be completed by July this year. Unlike in Indonesia, the Philippines, and Viet Nam,   the priority for Pakistan is to transition away from oil- and diesel-fired power plants, although coal-fired power plants will likely be addressed as part of ETM’s pre-feasibility study. The study aims to analyze the viability of early retirement of high-carbon emitting fossil fuel-powered generation plants in Pakistan.

  In Kazakhstan, ADB has provided a $225,000 grant to study the current domestic policy and regulatory environment for assessing the feasibility of accelerating the retirement or repurposing of coal-fired and combined heat-power plants. The grant was awarded in consultation with the Kazakhstan Ministry of Energy, which aims to achieve carbon neutrality by 2060.

ADB is also working with both Indonesia and Viet Nam on their Just Energy Transition Partnerships (JETPs). In Indonesia, ADB is providing institutional support for the JETP secretariat, which will play a reporting and analytical role with the implementation of JETP. ADB expects ETM to be one of the key delivery mechanisms to ensure the successful implementation of JETP. In Viet Nam, ADB is discussing with the international partners group on its role within the JETP framework including contribution through ETM and potential support to the secretariat.

ADB continues to work with governments and third parties in all participating countries to ensure a just transition from fossil fuels to clean energy. The progress over the past few months is just the beginning. Over the next several years, ADB will continue to work with member countries to conduct feasibility studies, set up country platforms, and facilitate transactions to accelerate the clean energy transition and provide a model for the rest of the world.

DELHI, INDIA (10 April 2023) — The Asian Development Bank (ADB) and Tata Power Delhi Distribution Limited (TPDDL), the distribution arm of Tata Power Co Ltd (Tata Power), entered into an agreement to subscribe to non-convertible debentures for 1.5 billion Indian Rupees (equivalent to $18.2 million) to enhance Delhi’s power distribution through grid enhancements, and a $2 million grant to partially finance the purchase and integration of a pilot battery energy storage system (BESS).

The senior secured financing will be used to commission a new 66/11-kilovolt grid, augment and expand transformers, substations, feeder lines, and switching stations, install smart meters, and replace obsolete electrical equipment and meters.

The 10-megawatt-hour (MWh) BESS is South Asia’s first grid-scaled energy storage project at the distribution transformer level. It will enable electricity to be stored and delivered on demand, reducing grid instability, and providing the flexibility to integrate intermittent solar and wind energy resources. The grant to finance the BESS is provided by Goldman Sachs and Bloomberg Philanthropies’ Climate Innovation and Development Fund (CIDF) and administered by ADB.

“Power distribution is a crucial link in the electricity supply chain, and at times one of the most vulnerable. Mainstreaming a battery energy storage system at the distribution transformer level will better integrate renewable energy sources and contribute to a more disaster-resilient power distribution system for Delhi,” said ADB’s Director General for Private Sector Operations Suzanne Gaboury. “As Asia’s Climate Bank, ADB supports India’s climate goals through innovative technologies and the catalyzing of private capital to finance green projects.”

“The battery energy storage system plays a crucial role in building a resilient grid and paves the way for a future-ready power distribution network.  We thank ADB for administering this grant for the integration of the pilot BESS with TPDDL’s network. This will enable us in ensuring high-quality power supply for consumers and help integrate clean energy into the power supply mix,” said Tata Power CEO and Managing Director Dr. Praveer Sinha.

In 2022 India’s Ministry of Power targeted battery storage capacity of 4% of total electricity consumption by 2030. To reach that goal, India would need a total battery energy storage capacity of 182 gigawatt-hours by 2030. ADB’s financing through CIDF for the pilot BESS will provide proof of concept and lessons learned by TPDDL to implement a planned additional 50 MWh of BESS capacity.

Launched in September 2021, CIDF is a blended finance facility managed by ADB, established with an initial $25 million philanthropic commitment from Bloomberg Philanthropies and Goldman Sachs. The fund has the potential to unlock up to $500 million in private sector and governmental investments in support of sustainable low-carbon economic development and help catalyze a clean energy transition in South and Southeast Asia.

TPDDL is a joint venture between Tata Power Company Limited and the Government of the National Capital Territory of Delhi. TPDDL supports over 3200 employees and has a customer base of 1.9 million connections. Its operational area spans 510 square kilometers with customers across industrial, commercial, household, and agricultural segments. In 2002, TPDDL was awarded a 25-year license to distribute and transmit electricity in Delhi’s north and northwest regions. Tata Power is one of India’s largest integrated power companies.

Бизнинг иштирокимиз ишончли ҳомийдан катта миқдорда акционер капитални ва институционал капитални жалб қилишга ёрдам берди ва бу Ўзбекистоннинг қайта тикланадиган энергетика соҳасидаги келажакдаги лойиҳалари учун ишонч овози бўлиб хизмат қилади”.

Учта лойиҳадан энг йириги бўлмиш Шеробод электр станцияси лойиҳасини ишлаб чиқиш ОТБ томонидан Ўзбекистон ҳукуматига ДХШ доирасида маслаҳат хизматларини тақдим этиш орқали олиб борилди ва бунда тендерни тайёрлаш, тизимлаш ва муваффақиятли якунлашда ёрдам тақдим этилди. Бундан ташқари ОТБ электр энергияси харидори бўлмиш “Ўзбекистон миллий электр тармоқлари” акциядорлик жамиятининг тарифларни тўлаш мажбуриятларини қўллаб-қувватлаш учун 9,1 миллион АҚШ доллари миқдорида қисман кредит кафолати тақдим этади. Учта электр станцияси йилига 1 миллион тоннадан ортиқ карбонат ангидрид эквивалентини қоплайди ва бир миллиондан ортиқ уй хўжаликларини электр энергияси билан таъминлайди.

“Ҳар учала лойиҳа бўйича ушбу муҳим босқичга эришиш Масдар учун фахр лаҳзаси ва Ўзбекистоннинг тоза энергия йўлидаги муҳим босқичдир. Масдар Ўзбекистон ҳукуматининг қайта тикланадиган энергия манбалари бўйича ўлкан мақсадларини қўллаб-қувватлашда аллақачон муҳим рол ўйнамоқда ва биз ушбу муҳим стратегик бозорда лойиҳалар портфелини кенгайтиришда давом этишни интиқлик билан кутмоқдамиз”, - деди Масдар бош молия директори Найл Ханниган. “Бу ютуқни Ўзбекистон ҳукумати, шунингдек, Ўзбекистон халқи учун барқарор иқтисодий ўсишни таъминлаш бўйича қатъий содиқлигини намойиш қилган молиявий ҳамкорларимиз кўмагисиз ҳам амалга ошириб бўлмас эди”. Қуёш электр станциялари Ўзбекистоннинг барча аҳолиси, жумладан, уй хўжаликлари ва корхоналар учун ишончли ва тоза энергиядан фойдаланиш имкониятини оширади.  Бундан ташқари, қарз олувчи энергетика соҳасида аёлларнинг мавқеини яхшилаш, уларнинг Ўзбекистоннинг тоза энергияга ўтиш даврида иш ўринлари ва иқтисодий имкониятлардан фойдаланишини осонлаштирадиган ҳамда қайта тикланувчи энергия соҳасида аёлларнинг кенг миқёсли иштирокини рағбатлантирадиган гендер чоралар режасини амалга ошириш мажбуриятини олди.

Масдар қайта тикланадиган энергия бўйича жаҳон етакчиси бўлиб, 40 дан ортиқ мамлакатларда фаолият юритади ва 5,25 миллион уйни электр энергияси билан таъминлаш имконини берадиган умумий қуввати 20 гигаваттдан (ГВт) ортиқ бўлган  лойиҳаларга сармоя киритган. Компания 2030 йилгача портфелнинг умумий қувватини камида 100 ГВт га оширишни режалаштирмоқда.

ОТБ ўта қашшоқликка барҳам бериш бўйича саъй-ҳаракатларини давом эттириб, ривожланган, кенг қамровли ва барқарор Осиё ва Тинч океани минтақасига эришишга интилади.  ОТБ 1966 йилда ташкил этилган бўлиб, унга 68 мамлакат аъзо бўлган. Уларнинг 49 таси минтақада жойлашган.

    ADB and the Leading Asia's Private Infrastructure Fund (LEAP) will each provide $22.1 million in funding for the project. Blue loans are financing instruments that aim to safeguard access to clean water, protect underwater environments, and invest in a sustainable water economy.
