ADB, BIM Wind Sign $107 Million Financing Package to Support Wind Energy in Viet Nam

HA NOI, VIET NAM (21 December 2022) — The Asian Development Bank (ADB) signed a $107 million financing project with BIM Wind Power Joint Stock Company (BIM Wind) to support the operation of an 88-megawatt (MW) wind farm in Ninh Thuan province, Viet Nam. 

The power plant will help Viet Nam reach its clean energy and climate action targets by offsetting about 215,000 tons of carbon dioxide annually. 

This innovative $107 million project financing is arranged and syndicated by ADB as mandated lead arranger and bookrunner, and comprises $25 million from ADB’s ordinary capital resources, $25 million from Japan International Cooperation Agency, $13 million from Hong Kong Mortgage Corporation Limited, $17 million from Sumitomo Mitsui Banking Corporation, $18 million from ING Bank, and $9 million from Cathay United Bank.

“Energy demand in Viet Nam has grown rapidly even during the pandemic, and it is crucial that this demand be met through clean energy that will drive sustainable economic growth,” said ADB Private Sector Operations Department Infrastructure Finance Division Director for East Asia, Southeast Asia, and the Pacific Jackie B. Surtani. “This project is a crucial step toward Viet Nam’s resilience and ongoing recovery by further expanding the country’s renewable energy mix and contributing to its net-zero targets.” 

ADB will also administer an additional $5 million grant from the Goldman Sachs and Bloomberg Philanthropies-backed Climate Innovation and Development Fund to help de-risk the investment. Specifically, the grant will be used for initiatives to mitigate environmental and social safeguards risks such as reducing shadow flicker impact on residents in the project locality and the preservation of wildlife habitat.

We have worked very hard with ADB and other lenders to meet international standards, especially in regards to Environment, Social, and Governance,” said BIM Wind JSC CEO Doan Quoc Huy. “The success of this transaction supports Viet Nam’s transition to a low carbon economy. We continue to pursue our mission toward the sustainable development of clean energy in Viet Nam." 

BIM Wind is jointly owned by ACEN Corporation through its subsidiary, ACEN Vietnam Investments Pte. Ltd., and the BIM Group through its subsidiary, BIM Energy Holding Corporation (BIMEH). ACEN and BIM Group have been developing renewable energy projects since 2019. ACEN has 3,700 MW of attributable energy capacity in operation and under construction in Australia, India, Indonesia, the Philippines, and Viet Nam, with a renewable share of 93% among the highest in the region. HÀ NỘI, VIỆT NAM (ngày 21 tháng 12 năm 2022) — Ngân hàng Phát triển Châu Á (ADB) đã ký gói tài trợ dự án trị giá 107 triệu USD với Công ty cổ phần Điện gió BIM (Điện gió BIM) để hỗ trợ vận hành một trang trại điện gió công suất 88 mê-ga-oát (MW) ở tỉnh Ninh Thuận, Việt Nam.

Nhà máy điện này sẽ giúp Việt Nam đạt được các mục tiêu về năng lượng sạch và hành động khí hậu với việc bù trừ khoảng 215.000 tấn các-bon đi-ô-xít mỗi năm.

Gói tài trợ dự án sáng tạo trị giá 107 triệu USD do ADB thu xếp với vai trò Bên chủ trì thu xếp và bảo lãnh chính thức, bao gồm 25 triệu USD từ quỹ nguồn vốn thông thường của ADB, 25 triệu USD từ Cơ quan Hợp tác quốc tế Nhật Bản, 13 triệu USD từ Công ty TNHH Tập đoàn Tín chấp Hồng Kông (Hong Kong Mortgage Corporation Limited), 17 triệu USD từ Tập đoàn Ngân hàng Sumitomo Mitsui; 18 triệu USD từ Ngân hàng ING; và 9 triệu USD từ Ngân hàng Cathay United.

Ông Jackie B. Surtani, Trưởng Ban Tài chính Cơ sở hạ tầng Đông Á, Đông Nam Á và Thái Bình Dương thuộc Vụ Nghiệp vụ Khu vực tư nhân của ADB nhận định: “Nhu cầu năng lượng tại Việt Nam đã gia tăng nhanh chóng ngay cả trong đại dịch, và điều hết sức quan trọng là cần đáp ứng nhu cầu này bằng nguồn năng lượng sạch, thúc đẩy tăng trưởng kinh tế bền vững. Dự án này là bước đi quan trọng góp phần nâng cao khả năng chống chịu và công cuộc phục hồi đang diễn ra của Việt Nam nhờ việc mở rộng hơn nữa nguồn năng lượng tái tạo của quốc gia và đóng góp cho các mục tiêu phát thải ròng bằng không”.

ADB cũng sẽ quản lý một khoản viện trợ trị giá 5 triệu USD từ Quỹ Phát triển và Đổi mới Khí hậu do Ngân hàng Goldman Sachs và tổ chức từ thiện Bloomberg Philanthropies tài trợ. Khoản viện trợ này sẽ được sử dụng cho các sáng kiến liên quan tới các biện pháp bảo đảm an toàn môi trường và xã hội, như giảm tác động của bóng tối đối với các cư dân tại khu vực dự án và bảo tồn môi trường sống hoang dã.  

Giám đốc điều hành của Công ty cổ phần Điện gió BIM, ông Đoàn Quốc Huy, chia sẻ: “Chúng tôi rất vinh dự được nhận tài trợ từ một tổ chức tài chính phát triển hàng đầu ở Châu Á cũng như các ngân hàng thương mại quốc tế. Chúng tôi đã rất nỗ lực làm việc cùng với ADB và các bên cho vay khác để đáp ứng các tiêu chuẩn quốc tế, đặc biệt trong vấn đề môi trường, xã hội và quản trị. Thành công của giao dịch này giúp hỗ trợ Việt Nam chuyển đổi sang nền kinh tế các-bon thấp. Chúng tôi tiếp tục theo đuổi sứ mệnh hướng tới phát triển bền vững năng lượng sạch ở Việt Nam.”

Điện gió BIM thuộc sở hữu của Tổng Công ty ACEN (thông qua công ty con là Công ty TNHH Đầu tư ACEN) và Tập đoàn BIM (thông qua công ty con là Công ty Cổ phần Tập đoàn Năng lượng BIM – viết tắt là BIMEH). ADB Launches Grid-Connected Solar and Battery Energy System in Uliastai, Mongolia

Zavkhan, MONGOLIA (28 November 2022) — The Asian Development Bank (ADB) and the Government of Mongolia inaugurated a grid-connected renewable hybrid energy system in Zavkhan province. The system includes a 5 megawatt solar photovoltaic and 3.6 megawatt-hour battery energy storage system (BESS), along with an advanced energy management system in Uliastai, servicing mostly rural areas in the western region.

“Thanks to this project, more than 48,000 consumers of more than 8,000 households in Altai-Uliastai region will receive clean and reliable energy,” said the Head of Renewable Energy Division of the Ministry of Energy Byekbolat Khalik. “In addition to reduced electricity loss and improved quality of and access to electricity, the system is estimated to cut 223,813 tons of carbon dioxide emissions over the next 25 years.”

The hybrid system will provide about 8.8 million kilowatt-hour (kWh) solar-generated and 1.3 million kWh charged and discharged energy in the Altai-Uliastai energy system, under the ADB’s Upscaling Renewable Energy Sector Project. The project was approved in September 2018 with loan financing from ADB and grant cofinancing from the Strategic Climate Fund and the Japan Fund for the Joint Crediting Mechanism (JFJCM). The project supports 41 MW of distributed renewable energy systems through subprojects that will use a range of renewable energy technologies to supply clean electricity and heat in the less-developed region of western Mongolia. The Uliastai grid-connected solar photovoltaic and BESS hybrid system subproject is cofinanced with a $6 million grant from the JFJCM.

“The Uliastai subproject builds the very first utility and mega-scale battery system in the country combined with grid-connected renewable energy,” said ADB Principal Energy Specialist for East Asia Shannon Cowlin. “The system will provide secure power supply to the residents and reduce localized air pollution, which affects even isolated regions of Mongolia during winter months.”

Among the Uliastai subproject’s innovations is the adoption of a sodium–sulfur battery, also known as a NAS battery, which can operate for longer period than other types of BESS technologies (up to 15 years), has better fire safety, and is more robust against Mongolia’s harsh winters. The BESS is designed to supply the Altai-Uliastai energy system during its peak hours in the evening by time-shifting excess solar energy generated during the daytime, increasing the share of renewable energy in the system.

The JFJCM is an ADB trust fund that aims to provide financial incentives for the adoption of advanced low-carbon technologies in ADB-financed and administered sovereign and nonsovereign projects.
