ADB Launches Grid-Connected Solar and Battery Energy System in Uliastai, Mongolia

Zavkhan, MONGOLIA (28 November 2022) — The Asian Development Bank (ADB) and the Government of Mongolia inaugurated a grid-connected renewable hybrid energy system in Zavkhan province. The system includes a 5 megawatt solar photovoltaic and 3.6 megawatt-hour battery energy storage system (BESS), along with an advanced energy management system in Uliastai, servicing mostly rural areas in the western region.

“Thanks to this project, more than 48,000 consumers of more than 8,000 households in Altai-Uliastai region will receive clean and reliable energy,” said the Head of Renewable Energy Division of the Ministry of Energy Byekbolat Khalik. “In addition to reduced electricity loss and improved quality of and access to electricity, the system is estimated to cut 223,813 tons of carbon dioxide emissions over the next 25 years.”

The hybrid system will provide about 8.8 million kilowatt-hour (kWh) solar-generated and 1.3 million kWh charged and discharged energy in the Altai-Uliastai energy system, under the ADB’s Upscaling Renewable Energy Sector Project. The project was approved in September 2018 with loan financing from ADB and grant cofinancing from the Strategic Climate Fund and the Japan Fund for the Joint Crediting Mechanism (JFJCM). The project supports 41 MW of distributed renewable energy systems through subprojects that will use a range of renewable energy technologies to supply clean electricity and heat in the less-developed region of western Mongolia. The Uliastai grid-connected solar photovoltaic and BESS hybrid system subproject is cofinanced with a $6 million grant from the JFJCM.

“The Uliastai subproject builds the very first utility and mega-scale battery system in the country combined with grid-connected renewable energy,” said ADB Principal Energy Specialist for East Asia Shannon Cowlin. “The system will provide secure power supply to the residents and reduce localized air pollution, which affects even isolated regions of Mongolia during winter months.”

Among the Uliastai subproject’s innovations is the adoption of a sodium–sulfur battery, also known as a NAS battery, which can operate for longer period than other types of BESS technologies (up to 15 years), has better fire safety, and is more robust against Mongolia’s harsh winters. The BESS is designed to supply the Altai-Uliastai energy system during its peak hours in the evening by time-shifting excess solar energy generated during the daytime, increasing the share of renewable energy in the system.

The JFJCM is an ADB trust fund that aims to provide financial incentives for the adoption of advanced low-carbon technologies in ADB-financed and administered sovereign and nonsovereign projects.

MANILA, PHILIPPINES (24 November 2022) — The Asian Development Bank (ADB) has approved a $500 million loan to support Indonesia’s energy sector reforms to boost fiscal sustainability and governance, expand private sector investments in clean and renewable energy, and promote green recovery from the coronavirus disease (COVID-19) pandemic.

ADB will also administer a $15 million loan for the third subprogram of the Sustainable and Inclusive Energy Program funded by the Association of Southeast Asian Nations (ASEAN) Infrastructure Fund through its ASEAN Catalytic Green Finance Facility (ACGF). In addition, the project will include an equivalent of $292 million in cofinancing from the German Development Cooperation, through KfW, and $60 million from the Economic Development Cooperation Fund.

“The program supports the government in implementing a policy framework to achieve financial sustainability for the energy sector and improved energy access, along with a commitment to a clean energy transition,” said ADB Senior Energy Specialist Yuki Inoue. “The reforms will also pave the way for taking forward the broader energy transition agenda announced by Indonesia and its international partners at the recently concluded Group of 20 meetings.”

The subprogram builds on two earlier subprograms supporting Indonesian government reforms in the energy sector from 2014 to 2017, and aligns well with ADB’s operational priorities under Strategy 2030.

The subprogram includes electricity tariff reforms and better targeting of subsidies, with support for the most vulnerable populations, including households headed by women. These actions have led to significantly reduced fuel and electricity subsidies through the program period, helping the government manage the sharp increase in international energy prices in 2022. The subprogram also supports the government’s initiatives for promoting renewable energy production with a new pricing mechanism, regulations to promote floating solar, solar rooftop photovoltaic systems, electric vehicles, and energy efficiency standards and measures. Through these reforms, the government adopted renewable energy incentives and expanded energy access to over 99% of the population by 2021, from 84% in 2014.

Along with the Indonesian government’s joint statement for the Just Energy Transition Partnership and Energy Transition Mechanism announced at the G20 meetings in Bali in November 2022, the program also supports the government’s commitment for developing strategies for the early phase out of coal-fired power plants in the country and clean energy transition, which will be the focus of ADB’s support to the Indonesian energy sector going forward.

ADB juga akan mengelola pinjaman senilai $15 juta bagi subprogram ketiga pada Program Energi Berkelanjutan dan Inklusif (Sustainable and Inclusive Energy Program) yang didanai oleh Dana Infrastruktur ASEAN (ASEAN Infrastructure Fund) melalui Fasilitas Katalis Pembiayaan Hijau ASEAN (ACGF/ASEAN Catalytic Green Finance Facility). Selain itu, proyek tersebut juga akan mendapatkan pembiayaan bersama setara $292 juta dari Kerjasama Pembangunan Jerman (German Development Cooperation), melalui KfW, serta $60 juta dari Dana Kerjasama Pembangunan Ekonomi (Economic Development Cooperation Fund).

“Program ini mendukung pemerintah dalam pelaksanaan kerangka kebijakan guna mencapai keuangan berkelanjutan di sektor energi dan meningkatkan akses energi, sekaligus komitmen untuk bertransisi ke energi bersih.” kata Spesialis Energi Senior ADB Yuki Inoue.

Subprogram ini meneruskan dua subprogram sebelumnya yang mendukung reformasi pemerintah Indonesia di sektor energi dari 2014 sampai 2017, dan selaras dengan prioritas operasional ADB berdasarkan Strategi 2030.

Subprogram tersebut mencakup reformasi tarif listrik dan penargetan subsidi yang lebih tepat, dengan dukungan bagi golongan yang lebih rentan, termasuk rumah tangga dengan perempuan sebagai kepala keluarga. Langkah-langkah tersebut telah membawa penghematan bahan bakar yang signifikan dan subsidi listrik selama periode program, sehingga membantu pemerintah untuk dapat mengelola kenaikan tajam harga energi internasional pada 2022. Subprogram tersebut juga mendukung inisiatif pemerintah dalam mengedepankan produksi energi terbarukan dengan mekanisme  penetapan harga baru, peraturan untuk mempromosikan sistem pembangkit listrik tenaga surya terapung, sistem surya fotovoltaik di atap bangunan, kendaraan listrik, serta berbagai standar dan langkah-langkah efisiensi energi. Melalui reformasi tersebut, pemerintah telah mengadopsi insentif energi terbarukan dan memperluas akses energi sehingga mencapai lebih dari 99% penduduk pada 2021, naik dari sebelumnya 84% pada 2014.

Beriringan dengan pernyataan bersama Pemerintah Indonesia untuk Kemitraan Transisi Energi Berkeadilan dan Mekanisme Transisi Energi yang telah diumumkan pada pertemuan G20 di Bali pada November 2022, program tersebut juga mendukung komitmen pemerintah untuk mengembangkan strategi pensiun dini pembangkit listrik tenaga uap (PLTU) batu bara di Indonesia serta transisi energi bersih, yang akan menjadi fokus dukungan ADB bagi sektor energi Indonesia ke depannya.

Major Change in Trust Fund: Energy Transition Mechanism Partnership Trust Fund under the Clean Energy Financing Partnership Facility

The proposed changes will expand the Energy Transition Mechanism Partnership Trust Fund's (ETMPTF) scope, use of funds, and implementation arrangements to (i) allow ETMPTF resources to be used to support stand-alone projects without any financing by ADB or with cofinancing by a third-party financier; (ii) allow ETMPTF resources to be used to refinance existing debt; (iii) allow ETMPTF grant and non-grant1 resources to be used to provide debt, equity, guarantees, and other risk transfer products, with repayments from concessional loans provided by the ETMPTF using grant resources reverting to the ETMPTF for further use; and (iv) enable the ETMPTF to accommodate financing partners who may wish to opt out of specified countries and decline the application of their contribution to such countries.

NEW DELHI, INDIA (7 November 2022) — The Asian Development Bank (ADB) signed a $40 million financing package with GreenCell Express Private Limited (GEPL) to develop 255 electric battery-powered buses (e-buses) to serve 5 million people a year on 56 intercity routes in India and enhance the safety of passengers, especially women, through improved security features including panic buttons connected to command controls for immediate response. 

The financial package comprises $20.5 million loan (in equivalent Indian rupee) from ADB’s ordinary capital resources, ADB’s administration of a $14 million loan from the Clean Technology Fund (CTF), grants worth $325,000 from the CTF and $5.2 million from Goldman Sach’s and Bloomberg’s the Climate Innovation and Development Fund (CIDF). ADB also assisted in mobilizing an additional parallel loan of $20.5 million from the Asian Infrastructure Investment Bank.

A defining feature of this project is the CIDF grant which will partially finance the decarbonization of 100 of the 255 e-buses by deploying solar power-plus-battery energy storage systems, resulting in the reduction of about 6,355 tons of carbon dioxide a year. Overall, the project will reduce emissions by 14,780 tons a year.

“Decarbonization of public transport in India is essential for the country to reach its net-zero climate commitments, and it’s important to ensure safety and security of women passengers to make travel more inclusive,” said ADB Private Sector Operations Department Director General Suzanne Gaboury. “By providing safe transport for women, these intercity buses will enhance their ability to participate in economic and livelihood opportunities,”        

India’s public transport needs are expected to grow rapidly as the country urbanizes. In 2020, road transport accounted for 87% of all passenger trips, 18% of total energy consumption, and 11.7% of greenhouse gas emissions.

Safety features at project bus depots and e-buses will include cameras, panic buttons, adequate depot lighting, seating arrangements, tracking, and awareness-raising materials. Training programs will be held for bus drivers and cabin hosts on safety protocols focused on women passengers. GEPL is also implementing a diversity and inclusion roadmap to initiate a program to build a stronger pool of women in leadership and technical roles.

This project has qualified for a 2x gender financing rating, a challenge launched at the G7 summit in 2018 to encourage gender lens investing among development finance institutions.

This funding accelerates our agenda of promoting and investing in clean and sustainable businesses in India to achieve India’s climate objectives and Sustainable Development Goals,” said EverSource Capital Managing Director and CEO Dhanpal Jhaveri.  “With GreenCell Express Private Limited (GEPL) offering, we bring to the intercity bus travel segment, electric buses that reinforce safe, seamless travel experience for new age Indian travellers, especially women."

GEPL is a wholly owned subsidiary of GreenCell Mobility Private Limited (GreenCell), a platform company of Green Growth Equity Fund (GGEF). GGEF is an Indian alternative investment fund in India managed by EverSource Capital with a mandate to mobilize institutional capital into green infrastructure in India.
