BEIJING, PEOPLE’S REPUBLIC OF CHINA (21 JANUARY 2021) — The Asian Development Bank (ADB) and Jointown Pharmaceutical Group Co., Ltd. (Jointown)  today signed an agreement for a private sector loan of up to €30 million ($37 million) to expand pharmaceutical distribution facilities in the People’s Republic of China (PRC).

“This financing will help Jointown to expand its distribution capacity of medical supplies and medicines to hospitals and retail pharmacy outlets in underserved areas of the PRC,” said Director General of ADB's Private Sector Operations Department Suzanne Gaboury. “It will contribute to the PRC’s pharmaceutical surge capacity to further strengthen resilience to a future potential pandemic.”

The loan will support the construction and expansion of Jointown facilities in Haikou, Hainan Province; Tangshan, Hebei Province; and Nanjing, Jiangsu Province. These pharmaceutical distribution facilities will include cold chain warehouses for temperature-sensitive pharmaceutical products, including vaccines.

Deutsche Investitions und Entwicklungsgesellschaft mbH (DEG) will cofinance the project with an additional €30 million.

“We are very grateful to ADB and DEG for supporting Jointown’s effort to strengthen our distribution network,” said Jointown Vice Chairman Liu Zhaonian. “With the loan facilities, we will be able to reach out to the broader population, including in the second and third-tier cities and rural areas with essential medicines and medical supplies.”

During the COVID-19 outbreak in early 2020, Jointown was designated by the Hubei provincial government to procure and distribute drugs and medical supplies. In February 2020, ADB provided an emergency loan of CNY130 million ($18.6 million) to Jointown to support its efforts to ensure a continued supply of essential medicines and personal protective equipment.

中华人民共和国北京(2021年1月21日讯)— 亚洲开发银行(亚行)与九州通医药集团股份有限公司(九州通)今日签署了一项贷款协议。亚行将向九州通提供一笔最高至3,000万欧元(约合3,500万美元)的私营部门贷款,用于扩建九州通在中国的医药物流中心。

亚行私营部门业务局局长苏珊娜·加布瑞(Suzanne Gaboury)表示: “该笔融资将帮助九州通扩大医疗物资和药品的配送范围至中国服务水平较低地区的医院和零售药店,同时将有助于提升中国医药物资的应急供应能力,从而进一步增强对未来可能发生的疫情大流行的韧性。”

这笔贷款将支持九州通建设和扩建位于海南省海口市、河北省唐山市和江苏省南京市的医药物流中心。这些医药物流中心将配备冷链存储设施,可用于疫苗等对温度敏感的医药物资。

德国投资与开发有限公司将额外为项目提供3,000万欧元联合融资。

2020年初新冠肺炎疫情暴发期间,九州通是湖北省政府指定的药品和医疗用品采购和配送企业。2020年2月,亚行向九州通提供了1.3亿元人民币(约合1,860万美元)紧急贷款,以助力其保障基本药品和个人防护用品的持续供应。

MANILA, PHILIPPINES (7 January 2021) — The Asian Development Bank (ADB) signed a $75 million equity investment in OrbiMed Asia Partners IV, LP (OAP IV), a private equity fund managed by OrbiMed Advisors LLC (OrbiMed), to enhance health care capacity, innovation, and resilience in India and the People’s Republic of China (PRC).

OAP IV is expected to provide mainly growth capital to 15 to 20 health care companies across the biopharma, medical technology, health care services, diagnostics, and distribution subsectors. Investment sizes will typically range from $10 million to $50 million per company. 

“COVID-19 has underscored the need for higher health care capacity reserves and stimulated demand for health care services and products, as well as soft and hard health infrastructure,” said ADB Private Sector Investment Funds and Special Initiatives Division Director Janette Hall. “ADB’s investment in OAP IV is expected to be catalytic in developing effective solutions and responses to global health care crises by enhancing disease detection, treatment and response capacities in the fund’s target markets.”

This is ADB’s third investment in an OrbiMed-managed health care fund, following commitments of $60 million each to OrbiMed Asia Partners II, LP in 2014 and to OrbiMed Asia Partners III, LP in 2017.

Opening Remarks by Masatsugu Asakawa, President, Asian Development Bank, at the Joint Ministers of Finance and Health Symposium on Universal Health Coverage in Asia and the Pacific: COVID-19 and Beyond, 17 September 2020

I. Introduction

Deputy Prime Minister Taro Aso, Finance Ministers, Health Ministers, distinguished guests, ladies and gentlemen:

It is an honor and a privilege to open this Joint Ministers of Finance and Health Symposium on Universal Health Coverage in Asia and the Pacific: COVID-19 and Beyond.

In June 2019 when I was still with Japan’s Ministry of Finance, I helped organize the highly impactful G20 Ministers of Finance and Health Meeting. This included the preparation of the G20 Shared Understanding on the Importance of UHC Financing in Developing Countries. By bringing together the ministers of finance and health, we have seen how such joint meetings can help mobilize sustained financing for universal health coverage (UHC)—a priority of many countries. 

As President of the Asian Development Bank, let me show my renewed commitment that ADB makes all-out efforts in helping countries fight against the COVID-19 pandemic, while continuing to support governments in Asia and the Pacific build and evolve UHC as a foundation of strong and sustainable health systems.

II. COVID-19 in Asia and the Pacific

The COVID-19 pandemic is a significant threat to development and poverty reduction in Asia and the Pacific. As of today, our region has nearly six million people infected and more than 100,000 deaths, with the majority being elderly people or those with underlying chronic health conditions. The outbreak has led to closed borders, decreased trade and investments, and reduced tourism, which resulted in massive loss of jobs. ADB estimates that three quarters of our DMCs will experience economic contraction in 2020 due to the COVID-19 pandemic. 

III. ADB support for tackling COVID-19 

ADB has been assisting its developing economies in the fight against COVID-19 from the earliest stages of the outbreak. We provided grant resources to help governments procure urgently-needed medical and personal protective equipment and testing kits. Then in April, we announced a $20 billion package of assistance. As of mid September, ADB has committed about $11.2 billion for COVID-19 operations. Of this, $8.2 billion was provided through quick disbursing budget support under a new financing modality called the COVID-19 Pandemic Response Option or CPRO. In addition, cofinancing worth about $7.2 billion was mobilized.

Developing economies have used our loan, grant and technical assistance to support increased testing and treatment of COVID-19, expand risk communications and upgrade health infrastructure, including isolation facilities and critical care units. We have supported vulnerable populations including women and children by helping governments to expand their social protection schemes. Our timely support to the private sector also helped ensure that essential medical supplies and personal protective equipment are manufactured and delivered.

In close collaboration with development partners, we are supporting developing economies in accessing safe and effective COVID-19 vaccines at affordable cost and improving their vaccine delivery systems. Taken together, this support is helping countries manage and mitigate the health and economic impacts of the pandemic.

IV. The necessity of building and evolving UHC

As we help countries address the pandemic, we should not lose sight of the challenges of the rising burden of non-communicable diseases, worsening income inequality, changing demography, and deteriorating fiscal sustainability. We have to build health systems where people from all walks of life, including the elderly, the poor and the vulnerable, can access health services at an affordable cost while maintaining these health systems' financial sustainability—even in aging societies that many countries in Asia and the Pacific are heading toward. Our collective experience of the fight against the pandemic speaks volumes about why we must also ensure that UHC is financially sustainable and inclusive to all. 

In this regard, close collaboration between finance and health ministers is crucial for our member economies to provide cost-effective, inclusive and high quality health interventions, underpinned by sustainable finance.

Once again, ADB remains committed to strengthening health systems with the goal of reaching UHC and I hope that today’s symposium will help all participants gain practical knowledge and sustained high-level momentum to achieve and evolve UHC.

V. Conclusion

To conclude, let me acknowledge the excellent collaboration between the Government of Japan, World Health Organization, and ADB in furthering dialogue on UHC in Asia and the Pacific. Let me reaffirm to you today that ADB stands ready to continue providing our DMCs with sustained support to fight COVID-19 and achieve universal health coverage.

MANILA, PHILIPPINES (12 May 2020) — The Asian Development Bank (ADB) has approved a $100 million loan to the Government of Mongolia to mitigate the severe health and economic impacts of the novel coronavirus disease (COVID-19) pandemic.

“I commend the government on its response to the COVID-19 outbreak, which has kept the number of COVID-19 cases low in Mongolia,” said ADB President Masatsugu Asakawa. “However, the crisis is putting a strain on the economy and the threat to public health remains serious. ADB’s assistance will help fund critical support to vulnerable people and businesses, and assist the government in managing the economic impact and responding to the health and social protection needs the pandemic has created.”

COVID-19 is triggering a severe economic slowdown in Mongolia. The current turmoil in the global economy and commodity markets has reduced revenues, increased balance of payment pressures, and accentuated financial sector risks. Women and small businesses are particularly vulnerable.

The economy, with its dependence on mining, which accounts for almost a quarter of gross domestic product and 90% of exports, remains vulnerable to swings in commodity prices. Mongolia is also heavily dependent on trade with its neighbor, the People’s Republic of China, where an economic slowdown has triggered a sharp fall in export prices in Mongolia and badly hit the transport, tourism, retail trade, and services sectors.

In response, the government launched on 27 March a countercyclical development expenditure program (CDEP), with the intention of introducing $1.8 billion in measures to counter the negative impacts of the COVID-19 pandemic.

ADB’s COVID-19 Rapid Response Program is funded through the COVID-19 pandemic response option (CPRO) under ADB’s Countercyclical Support Facility. CPRO was established as part of ADB’s $20 billion expanded assistance for developing member countries’ COVID-19 response, which was announced on 13 April.

The program will support the government’s ongoing initiatives, including a National Emergency Response Plan to contain the spread of COVID-19 and strengthen the health system; and the CDEP, comprising cash transfer schemes and other social protection measures targeting poor and vulnerable groups, households, and businesses.

With ADB assistance, the CDEP will increase the allocation under the Child Money Program by 50% to reach 1.1 million children. Private sector workers will be exempt from personal income tax for 6 months starting from 1 April, aimed at employees at risk of losing their jobs. At least 45% of the beneficiaries are targeted to be women.

Support will also be provided to micro, small, and medium-sized enterprises, including those engaged in international trade, particularly the import of critical food and medical supplies, to protect jobs. Businesses whose operations have been impacted will be eligible for a 6-month exemption from the payment of social insurance, with at least 50% of the beneficiaries women.

Short-term assistance in supplying medical equipment and supplies will be complemented by a set of medium-term measures, including strengthening 35 hospitals to meet national infection prevention and control standards, and improving 210 hospitals to meet national standards to manage Severe Acute Respiratory Infection patients, and enhancing testing capacity.

To ensure that COVID-19 pandemic responses are well-aligned and complementary, ADB is working closely with the International Monetary Fund, the World Bank, other development partners, and various United Nations agencies.

ADB’s rapid response support to Mongolia has included the reallocation of $1.4 million in early February under an existing health sector operation to support the procurement of emergency health equipment, a small-scale technical assistance project for emergency response systems in the health sector, and a $1 million grant from the Asia Pacific Disaster Response Facility to support further procurement of emergency medical equipment. On 7 May, ADB approved $30 million in extra financing for the Fifth Health Sector Project to further strengthen the country’s preparedness and response.

ФИЛИППИН УЛС, МАНИЛА ХОТ (2020 оны 5-р сарын 12) – Азийн Хөгжлийн Банк (АХБ) шинэ төрлийн коронавирус (COVID-19)-ээр үүсгэгдсэн цар тахлын эрүүл мэндийн салбар болон эдийн засагт үзүүлж буй ноцтой сөрөг нөлөөг бууруулах зорилгоор Монгол Улсын Засгийн газарт 100 сая ам.долларын зээл олгохоор шийдвэрлэлээ.

“Коронавируст халдварын тохиолдлыг цөөн тоонд, үр дүнтэй хязгаарлаж байгаа Монгол Улсын Засгийн газрын үйл ажиллагааг сайшааж байна” хэмээн АХБ-ны Ерөнхийлөгч Масацугу Асакава мэдэгдээд “Гэвч цар тахлаас үүдсэн хямралын эдийн засагт учруулах сөрөг үр дагавар үлэмж их, нийгмийн эрүүл мэндийн эрсдэл өндөр хэвээр байна. Иймд АХБ-ны энэхүү дэмжлэг нь хүн амын эмзэг бүлэг болон аж ахуй нэгжүүдэд үзүүлэх нэн чухал тусламж дэмжлэгийг санхүүжүүлэх, эдийн засагт цар тахлын үзүүлэх сөрөг нөлөөг зөөлрүүлэх, эрүүл мэндийн салбар, нийгмийн хамгааллын чиглэлд үүсээд буй санхүүгийн хэрэгцээ шаардлагыг хангах Засгийн газрын үйл ажиллагаанд чухал дэмжлэг болно” гэж онцлон тэмдэглэв.

Цар тахал Монголын эдийн засагт ноцтой хүндрэл учруулж байна. Дэлхийн эдийн засгийн болон эрдэс түүхий эдийн зах зээлийн өнөөгийн огцом уналт, савлагаа нь төсвийн орлогыг бууруулж, төлбөрийн тэнцлийн дарамт, санхүүгийн салбарын эрсдэлийг нэмэгдүүлж байна. Ийм нөхцөлд ялангуяа эмэгтэйчүүд болон бичил, жижиг бизнесүүд сөрөг нөлөөнд хамгийн ихээр өртөхөөр байна.

Дотоодын нийт бүтээгдэхүүний дөрөвний нэгийг, экспортын 90 гаруй хувийг бүрдүүлдэг уул уурхайн салбараас нэн хамааралтай Монгол Улсын эдийн засаг эрдэс түүхий эдийн үнийн савалгаанд хэт эмзэг, мэдрэмтгий хэвээр байна. БНХАУ-ын эдийн засгийн өсөлт огцом саарсан нь тус улстай хийх гадаад худалдаанаас ихээхэн хамааралтай Монгол Улсын хувьд экспортын барааны үнийг огцом бууруулж, тээвэр, аялал жуулчлал, жижиглэнгийн худалдаа, үйлчилгээний салбаруудад хүндрэл учруулж байна.

Ийм нөхцөлд Засгийн газар Мөчлөг Сөрсөн Хөгжлийн Санхүүжилтийн Хөтөлбөрийг энэ оны 3-р сарын 27-ны өдөр эхлүүлсэн бөгөөд энэ хүрээнд COVID-19 цар тахлын сөрөг нөлөөг бууруулах 1.8 тэрбум ам.доллараар хэмжигдэх арга хэмжээг хэрэгжүүлэхээр төлөвлөсөн байна.

АХБ-ны COVID-19 Цар Тахлын Эсрэг Шуурхай Арга Хэмжээний Хөтөлбөр (ШАХХ) нь АХБ-ны Мөчлөг Сөрсөн Дэмжлэг Үзүүлэх Хэрэгсэлийн хүрээнд санхүүжигдэх бөгөөд АХБ-наас энэ оны 4-р сарын 13-ны өдөр зарласан COVID-19 цар тахлын эсрэг хөгжиж буй гишүүн орнуудад хэрэгжүүлж буй хариу арга хэмжээг дэмжих зорилготой 20 тэрбум ам.долларын  өргөжүүлсэн санхүүжилтийн нэг хэсэг болж хэрэгжих болно.

Уг хөтөлбөр нь COVID-19 цар тахлын халдвар, тархалтаас урьдчилан сэргийлэх, эрүүл мэндийн тогтолцоог бэхжүүлэх арга хэмжээг агуулсан Цар Тахлаас Урьдчилан Сэргийлэх, Хариу Арга Хэмжээний Үндэсний Төлөвлөгөө зэрэг Засгийн газраас хэрэгжүүлж буй арга хэмжээ болон хүн амын ядуу, эмзэг бүлэг, өрхүүд болон аж ахуй нэгжүүдэд зорилтот хэлбэрээр олгох мөнгөн тусламж, шилжүүлэг болон бусад нийгмийн хамгааллын арга хэмжээг багтаасан Мөчлөг Сөрсөн Хөгжлийн Санхүүжилтийн Хөтөлбөрийн хэрэгжилтийг тус тус дэмжих юм.

АХБ-ны энэхүү дэмжлэгээр Мөчлөг Сөрсөн Хөгжлийн Санхүүжилтийн Хөтөлбөрийн хүрээнд Хүүхдийн Мөнгө Хөтөлбөрийн санхүүжилт 50 хувиар нэмэгдэж, нийт 1.1 сая хүүхдийг хамрахаар байна. Хувийн хэвшлийн ажиллагсад 4 дүгээр сарын 1-ний өдрөөс эхлэн 6 сарын турш хувь хүний орлогын албан татвараас чөлөөлөгдөж байгаа нь ажлаа алдах эрсдэлтэй болсон ажиллагсдыг онилсон арга хэмжээ болно. Уг арга хэмжээний үр нөлөөг хүртэх нийт иргэдийн 45-аас доошгүй хувь нь эмэгтэйчүүд байх юм.

Мөн ажлын байрыг хамгаалах зорилгоор бичил, жижиг, дунд бизнесүүд, тэдгээрийн дотор гадаад худалдаа эрхэлдэг, нэн чухал хүнс, эмнэлгийн хэрэгсэл импортлогч аж ахуйн нэгжүүдийг дэмжинэ. Цар тахлын нөлөөлөлд өртсөн аж ахуйн нэгж байгууллагууд, тэдгээрийн ажиллагсад 6 сарын турш нийгмийн даатгалын шимтгэлээс чөлөөлөгдөх бөгөөд уг арга хэмжээний үр нөлөөг хүртэх иргэдийн 50-аас доошгүй хувь нь эмэгтэйчүүд байна.

Эмнэлгийн хэрэгсэл, тоног төхөөрөмж нийлүүлэх зэрэг богино хугацаат дэмжлэгийн зэрэгцээ дунд хугацаанд ач холбогдолтой хэд хэдэн дэмжлэг үзүүлэх болно. Тухайлбал, 35 эмнэлгийг халдвараас урьдчилан сэргийлэх, хяналт тавих үндэсний стандартад нийцүүлж сайжруулах бөгөөд 210 эмнэлгийн Амьсгалын Замын Хурц Халдварт өвчний менежмент, оношлогооны чадавхийг үндэсний стандартад нийцүүлэх юм.

COVID-19 цар тахлын эсрэг үйл ажиллагааг бүрэн уялдаатай, харилцан нөхсөн шинжтэй байлгах үүднээс АХБ нь Олон Улсын Валютын Сан, Дэлхийн Банк, хөгжлийн түнш бусад байгууллагууд болон НҮБ-ын мэргэшсэн байгууллагуудтай нягт уялдаатай хамтран ажиллаж байна.

Энэхүү Шуурхай Арга Хэмжээний Хөтөлбөрөөс өмнө АХБ цар тахал дэгдэж эхэлсэн цагаас эхлэн Монгол Улсад хэд хэдэн төрлийн багц дэмжлэг үзүүлээд байна. Тухайлбал, одоо хэрэгжиж буй зээлийн санхүүжилтээс нэн хэрэгцээтэй эмнэлгийн тоног төхөөрөмж, багаж хэрэгслийг худалдан авахад зориулж 1.4 сая ам.долларыг энэ оны хоёрдугаар сард дахин хуваарилахын сацуу эрүүл мэндийн салбарт онцгой байдлын үед хариу арга хэмжээ авах тогтолцоог сайжруулах техник туслалцааны төсөл хэрэгжүүлэхээр шийдвэрлэсэн. Мөн шаардлагатай эмнэлгийн тоног төхөөрөмж, багаж хэрэгслээр хангах болон бусад шаардлагатай дэмжлэгт зориулан Ази Номхон далайн гамшгийн хор уршгийг арилгах сангаас 1 сая ам. долларын буцалтгүй тусламжийг олгохоор болсон. Түүнчлэн цар тахлын эсрэг бэлэн байдал болон хариу арга хэмжээг дэмжих зорилгоор “Эрүүл мэндийн салбарын хөгжлийн 5 дахь шатны төсөл”-ийн хүрээнд 30 сая ам.долларын нэмэлт санхүүжилтийг тус тус олгохоор шийдвэрлээд байгаа билээ.

АХБ нь Ази, Номхон далайн бүс нутагт нэн ядуурлыг арилгах хүчин чармайлтаа үргэлжлүүлэхийн зэрэгцээ цэцэглэн хөгжсөн, хүртээмжтэй, тогтвортой, сөрөг нөлөөг даван туулах чадвартай бүс нутгийг цогцлоохын төлөө тууштай ажиллаж байна. Анх 1966 онд байгуулагдсан тус банкны нийт 68 гишүүн орны 49 нь тухайн бүс нутагт оршдог.

MANILA, PHILIPPINES (20 April 2020) — Asian Development Bank (ADB) President Masatsugu Asakawa and Bangladesh Finance Minister and ADB Governor A H M Mustafa Kamal today discussed ADB’s support to Bangladesh in its fight against the novel coronavirus disease (COVID-19) pandemic.

Mr. Asakawa appreciated the government’s decisive efforts to control the spread of the disease and manage its impact on health, welfare, and the economy. These efforts include the recent incentives and stimulus package of $11.3 billion for widening social safety net coverage, salary support to workers at export-oriented industries, low-interest loans to affected industries and farmers, and increasing monetary supply.

“As a trusted and long-standing development partner, ADB is committed to supporting Bangladesh as it addresses the significant challenges presented by COVID-19,” said Mr. Asakawa. “We are working hard to respond to the government’s request of $600 million for emergency assistance to help it effectively implement its response measures.”

The widespread economic slowdown caused by the pandemic is disrupting Bangladesh’s export and manufacturing supply chains, as well as other economic activities. This is straining the large number of readymade garment industries; micro, small, and medium-sized enterprises; and the livelihood of formal and informal laborers across the country.

During the discussion, Mr. Kamal reiterated his government’s strong commitment to implement the recently announced incentives and stimulus packages to support vulnerable groups.

ADB has a strong track record of responding rapidly to provide targeted support to Bangladesh in times of emergencies. In response to the pandemic, ADB has already provided immediate support, including a $350,000 emergency grant for procurement of medical supplies and equipment, and $1.3 million from an existing project to provide one-time cash support to 22,619 trainees to enable them to continue their ongoing skills training program. Additional grant assistance is also being explored to support the purchase of urgently needed medical supplies.

On 13 April, ADB tripled the size of its initial response to COVID-19 to $20 billion and approved measures to streamline its operations for quicker and more flexible delivery of assistance to help its developing member countries counter the severe macroeconomic and health impacts caused by the pandemic.
