ФИЛИППИН УЛС, МАНИЛА (2022 оны 8-р сарын 25) — Азийн Хөгжлийн Банкнаас эдийн засгийн хүнд цочролын сөрөг нөлөөллийг зөөлрүүлэхэд дэмжлэг үзүүлэх зорилгоор Монгол Улсын Засгийн газарт 100 сая ам.долларын яаралтай тусламжийн зээлийг баталлаа.

ОХУ-Украины хямралт нөхцөлт байдал болон КОВИД-19 цар тахлаас үүдэлтэй БНХАУ-аас хэрэгжүүлж буй хилийн хорио цээрийн дэглэм нь Монгол Улсын эдийн засаг, төсөвт  хүндрэл учруулж байна. Энэхүү асуудлыг шийдвэрлэх хүрээнд Монгол Улсын Засгийн газар хүн амын ядуу, эмзэг бүлгийг дэмжих, инфляцийн дарамтыг бууруулах, мөн макро эдийн засгийн тогтвортой байдлыг дэмжих зорилгоор Мөчлөг Сөрсөн Хөгжлийн Зарцуулалтын Хөтөлбөр (МСХЗХ)-ийг боловсруулсан.

“АХБ-ны энэхүү зээл нь эдийн засгийг тогтворжуулах Засгийн газрын арга хэмжээг дэмжих болно” гэж АХБ-ны Зүүн Азийн газрын Санхүүгийн салбарын мэргэжилтэн ноён Петер Розенкранз онцлоод, “Энэхүү Мөчлөг Сөрсөн Дэмжлэгийн Хөтөлбөр (МСДХ)-ийн зээлээр олгох төсвийн дэмжлэг нь дунд хугацаанд эдийн засгийн бүтцийн нэн шаардлагатай шинэчлэлийг үргэлжлүүлэн хэрэгжүүлэх төсвийн орон зайг бий болгоход эергээр нөлөөлнө" хэмээн дурдав.

Монгол Улсын урсгал тэнцлийн алдагдал өсч, гадаад валютын нөөц дэх дарамт, гадаад санхүүжилтийн хэрэгцээ нэмэгдэж байна. Түүнчлэн хүнс, шатахууны үнийн өсөлт нь иргэдийн худалдан авах чадварыг бууруулж, ядуурлыг нэмэгдүүлж байгаа бөгөөд 2022 оны 6 дугаар сарын байдлаар улсын хэмжээнд инфляци 16.1% болж өссөний дотор хүнс, шатахууны үнэ огцом нэмэгдлээ.

Улаанбаатар хотын дөрвөн хүн тутмын нэг нь ядуурлын шугамаас доогуур амьдардаг бөгөөд өндөр инфляци, өсөн нэмэгдэж буй амьжиргааны зардал нь тэдгээр ядуу, бага орлоготой өрхүүдэд асар хүнд тусч байна. Эдгээр өрхүүд нь нийт орлогынхоо 43%-ийг хоол хүнсэндээ зарцуулдаг бол ядуурлын шугамаас дээш өрхүүд орлогынхоо 32%-ийг зарцуулдаг байна.

Гадаад цочрол нь хүн амын ядуу, эмзэг бүлгүүд, тэр дундаа эмэгтэйчүүд, охидод илүү сөрөг нөлөө үзүүлдэг юм. Цар тахлын үеэрх хөл хорионд хамгийн ихээр өртсөн үйлчилгээ, хүнсний үйлдвэрлэл, бөөний болон жижиглэнгийн худалдаа зэрэг цалин хөлс харьцангуй багатай салбарт эмэгтэйчүүд гол төлөв ажилладаг. Иймд энэхүү хөтөлбөр нь Монгол Улсын нийт өрхийн 64%-д хамаарах 1.2 сая хүүхдэд шууд мөнгөн дэмжлэг болж хүрэх юм.

“АХБ-ны энэхүү санхүүжилт нь хүн амын ядуу, эмзэг бүлгийн иргэдэд гадаад цочролоос үүдэлтэй хүндрэлийг даван туулахад туслах болно” гэж АХБ-ны Зүүн Азийн газрын Төрийн удирдлага, санхүүгийн салбар, бүс нутгийн хамтын ажиллагаа хариуцсан захирал хатагтай Эмма Фан хэлээд, "МСДХ-ийн хүрээнд үзүүлэх яаралтай тусламж нь 2022 оныг дуустал тус улсын Мөчлөг Сөрсөн Хөгжлийн Зарцуулалтын Хөтөлбөрийн дагуу эмзэг бүлгийн өрхүүдэд үзүүлэх нийгмийн хамгааллын дэмжлэгийг өргөжүүлэх болно" гэж онцлов.

Тус хөтөлбөр нь 2022 оны үлдсэн хугацаанд бага цалинтай ажиллагсдын төлсөн нийгмийн даатгалын шимтгэлийн 50%-ийг буцаан олгох, цалингийн доод шатлалд хамаардаг төрийн үйлчилгээний албан хаагчдын (түүний дөрөвний гурав нь эмэгтэйчүүд) цалинг 8.5%-иар нэмэгдүүлэх зэрэг төрөөс хэрэгжүүлж буй бусад арга хэмжээг мөн дэмжих юм. Мөн амьжиргааны түвшин доогуур байршлуудад амьдарч буй 16 мянга орчим бага насны хүүхдийг цэцэрлэгт хамруулах боломжийг бүрдүүлэхэд дэмжлэг болно.

АХБ нь Ази, Номхон далайн бүс нутагт нэн ядуурлыг арилгах хүчин чармайлтаа үргэлжлүүлэхийн зэрэгцээ хүртээмжтэй, тогтвортой, эрсдэлийг даван туулах чадвартай хөгжлийг бүс нутагт цогцлоохын төлөө тууштай ажиллаж байна. Анх 1966 онд байгуулагдсан тус банкны нийт 68 гишүүн орны 49 нь тухайн бүс нутагт оршдог.

MANILA, PHILIPPINES (25 August 2022) — The Asian Development Bank has approved $100 million in emergency support to the Government of Mongolia to help it weather the impacts of severe economic shocks.

The Russian invasion of Ukraine and continuing border restrictions with the People’s Republic of China (PRC) due to COVID-19 have caused substantial fiscal stress in Mongolia. In response, the government has prepared a countercyclical development expenditure program (CDEP) to help poor and vulnerable groups, ease inflationary pressure, and support macroeconomic stabilization.

“This ADB loan will support government measures to stabilize the economy,” said ADB Financial Sector Specialist for East Asia Peter Rosenkranz. “The budget support provided through this countercyclical support facility (CSF) loan will also provide fiscal space to continue with critical economic structural reforms over the medium term.”

Mongolia is experiencing a widening current account deficit, increased pressure on foreign exchange reserves, and rising external financing needs. Rising food and fuel prices are eroding purchasing power and increasing poverty. Inflation spiked to 16.1% nationwide as of June 2022,  and was particularly high for food and fuel.

With one in four people in Ulaanbaatar living below the poverty line, rising costs are particularly challenging for the poor, who spend an average of 43% of their total income on food, compared with 32% spent on food by nonpoor households.

External shocks disproportionally affect poor and vulnerable groups, including women and girls. Women are highly concentrated in lower wage sectors such as services, food production, and wholesale and retail trade, which have been most adversely affected by the pandemic because of mobility restrictions. This program will reach 1.2 million children in 64% of the country’s households through direct cash transfers.

“This ADB financing will help poor and vulnerable groups to weather the difficulties caused by the external shocks,” said ADB East Asia Department Director for Public Management, Financial Sector, and Regional Cooperation Emma Fan. “The emergency support provided under the CSF will expand social protection support to vulnerable households under CDEP until the end of 2022.”

The program will support other key government measures including 50% reimbursements of social security premium contributions for lower-paid employees for the rest of 2022 and 8.5% salary increases for lowest-earning public service employees (three-quarters of whom are women). It will also provide about 16,000 new kindergarten spaces for young children in poor areas.
