ADB Ventures Invests in Selex to Expand Electric Two-Wheeler Usage in Viet Nam

HA NOI, VIET NAM (20 April 2023) — The Asian Development Bank’s (ADB) venture capital arm ADB Ventures has signed an agreement to invest in an electric two-wheeler vehicle (E2W) and battery pack manufacturer, Selex Smart Electric Vehicles JSC (Selex), to reduce carbon emissions in high-usage applications such as last-mile cargo and passenger transport in Viet Nam. The investment is part of Selex’s $3 million convertible note round. 

Each gasoline motorbike replaced by a Selex E2W can cut the emission of 0.45 tons of carbon dioxide equivalent a year. The company also aims to utilize the fund to expand E2W production lines and set up battery-swapping systems in key cities in Viet Nam, solidifying Selex’s position as the nation's first and largest battery-swapping network provider.

“The electrification of road transport will have a profound impact on the automotive manufacturing and logistics sectors in Southeast Asia. We are proud to have been part of Selex’s journey from the very beginning, and look forward to helping it to become an important regional player in the sustainable transport market in coming years,” said ADB Director General for Private Sector Operations Suzanne Gaboury.

In December 2021, ADB Ventures provided a $200,000 grant to Selex with an option to make an equity investment in the company.

ADB Ventures invests in early-stage technology companies that have significant potential to scale and deliver climate impact in emerging Asia and the Pacific. Its investors include Finland’s Ministry for Foreign Affairs, the Government of the Republic of Korea, the Korea Venture Investment Corporation, the Clean Technology Fund, and the Nordic Development Fund.

Established in 2018, Selex specializes in producing E2Ws and swappable battery packs that are purpose-built for large applications, including last-mile cargo delivery. Selex’s existing clients include regional delivery aggregators, such as Lazada and Grab, which require a single solution provider that can facilitate their transition to a cost-effective and reliable electric vehicle fleet with charging infrastructure to support their operations.

NEW DELHI, INDIA (7 November 2022) — The Asian Development Bank (ADB) signed a $40 million financing package with GreenCell Express Private Limited (GEPL) to develop 255 electric battery-powered buses (e-buses) to serve 5 million people a year on 56 intercity routes in India and enhance the safety of passengers, especially women, through improved security features including panic buttons connected to command controls for immediate response. 

The financial package comprises $20.5 million loan (in equivalent Indian rupee) from ADB’s ordinary capital resources, ADB’s administration of a $14 million loan from the Clean Technology Fund (CTF), grants worth $325,000 from the CTF and $5.2 million from Goldman Sach’s and Bloomberg’s the Climate Innovation and Development Fund (CIDF). ADB also assisted in mobilizing an additional parallel loan of $20.5 million from the Asian Infrastructure Investment Bank.

A defining feature of this project is the CIDF grant which will partially finance the decarbonization of 100 of the 255 e-buses by deploying solar power-plus-battery energy storage systems, resulting in the reduction of about 6,355 tons of carbon dioxide a year. Overall, the project will reduce emissions by 14,780 tons a year.

“Decarbonization of public transport in India is essential for the country to reach its net-zero climate commitments, and it’s important to ensure safety and security of women passengers to make travel more inclusive,” said ADB Private Sector Operations Department Director General Suzanne Gaboury. “By providing safe transport for women, these intercity buses will enhance their ability to participate in economic and livelihood opportunities,”        

India’s public transport needs are expected to grow rapidly as the country urbanizes. In 2020, road transport accounted for 87% of all passenger trips, 18% of total energy consumption, and 11.7% of greenhouse gas emissions.

Safety features at project bus depots and e-buses will include cameras, panic buttons, adequate depot lighting, seating arrangements, tracking, and awareness-raising materials. Training programs will be held for bus drivers and cabin hosts on safety protocols focused on women passengers. GEPL is also implementing a diversity and inclusion roadmap to initiate a program to build a stronger pool of women in leadership and technical roles.

This project has qualified for a 2x gender financing rating, a challenge launched at the G7 summit in 2018 to encourage gender lens investing among development finance institutions.

GEPL is a wholly owned subsidiary of GreenCell Mobility Private Limited (GreenCell), a platform company of Green Growth Equity Fund (GGEF). GGEF is an Indian alternative investment fund in India managed by EverSource Capital with a mandate to mobilize institutional capital into green infrastructure in India.

HA NOI, VIET NAM (24 October 2022) — The Asian Development Bank (ADB) mobilized a $135 million financing package for VinFast Trading and Production Joint Stock Company (VinFast) for manufacturing Viet Nam’s first fully-electric public transport bus fleet and first national electric vehicle (EV) charging network. The assistance will support Viet Nam’s efforts to achieve net-zero greenhouse gas emissions and expand high-tech manufacturing industries.

The 7-year tenor climate financing comprises a $20 million loan funded by ADB, parallel loans $87 million facilitated by ADB as mandated lead arranger, and concessional financing of up to $28 million. The climate financing is certified by the Climate Bonds Initiative, a scientifically-based standard for labeling bonds, loans, and other debt instruments which contribute to addressing climate change. 

ADB has partially offset the project’s risks by utilizing concessional financing from its managed trust funds comprising a loan of up to $20 million from the Australian Climate Finance Partnership funded by the Australian Government (ACFP); a loan of up to $5 million from the Clean Technology Fund (CTF); and a grant of up to $3 million from the Climate Innovation and Development Fund, which is funded by Goldman Sachs and Bloomberg Philanthropies. 

Parallel loans were also mobilized by ADB from Export Finance Australia, the Finnish Fund for Industrial Cooperation, Oesterreichische Entwicklungsbank AG, and ResponsAbility.

“This project delivers a high-impact, sustainable transport solution for Viet Nam while helping it meet its climate goals and supporting the growth of climate finance in the region,” said ADB Private Sector Operations Department Director General Suzanne Gaboury. “Asia and the Pacific is the frontline of the global fight against climate change, and private sector projects like this one with innovative partners such as VinFast are crucial to help its countries decarbonize their economies.” 

Viet Nam’s transport sector accounts for 18% of the country's annual greenhouse gas emissions, and its decarbonization, through options like e-mobility, will directly impact the country’s ambition to achieve net zero emissions by 2050. 

Additionally, the project includes a technical assistance (TA) of $950,000 from the ACFP and the CTF, focused on raising consumer awareness about e-mobility’s economic, environmental, and social impacts to help advance its market penetration. The TA will also help promote the role of women studying for or working in fields related to science, technology, and mathematics.

HÀ NỘI, VIỆT NAM (24 tháng 10 năm 2022) — Ngân hàng Phát triển Châu Á (ADB) đã huy động một gói tài trợ giá 135 triệu USD cho Công ty cổ phần Sản xuất và Kinh doanh VinFast (VinFast) để sản xuất đội xe buýt vận tải công cộng chạy hoàn toàn bằng điện đầu tiên của Việt Nam và mạng lưới sạc xe điện toàn quốc đầu tiên. Gói tài trợ này sẽ hỗ trợ những nỗ lực của Việt Nam nhằm đạt được mục tiêu phát thải khí nhà kính ròng bằng không và mở rộng các ngành sản xuất chế tạo công nghệ cao.

Gói tài trợ kỳ hạn 7 năm bao gồm 20 triệu USD vốn vay do ADB tài trợ, các khoản vay song song trị giá 87 triệu USD được ADB xúc tác trên cương vị người chủ trì thu xếp vốn được ủy quyền, và khoản tài trợ ưu đãi trị giá 28 triệu USD. Gói tài trợ khí hậu này được Sáng kiến Trái phiếu Khí hậu chứng nhận – đây là cơ chế gắn nhãn cho các trái phiếu, khoản vay và công cụ nợ khác góp phần khắc phục biến đổi khí hậu.

ADB đã bù đắp một phần rủi ro của dự án bằng cách huy động nguồn tài chính ưu đãi thông qua các quỹ tín thác do ngân hàng quản lý, bao gồm một khoản vay trị giá 20 triệu USD từ Quỹ đối tác Tài trợ khí hậu Ôx-trây-lia (ACFP); một khoản vay trị giá 5 triệu USD từ Quỹ Công nghệ sạch (CTF) và khoản viện trợ không hoàn lại lên tới 3 triệu USD từ Quỹ Phát triển và Sáng tạo khí hậu, do Goldman Sachs và Quỹ từ thiện Bloomberg Philanthropies tài trợ.

Các khoản vay song song cũng được ADB huy động từ Quỹ Tài trợ xuất khẩu Ôx-trây-lia, Quỹ Hợp tác Công nghiệp Phần Lan, Ngân hàng Phát triển Áo (Oesterreichische Entwicklungsbank AG), và responsAbility.

Tổng Vụ trưởng Vụ Nghiệp vụ Khu vực tư nhân của ADB, bà Suzanne Gaboury, chia sẻ: “Dự án này mang lại một giải pháp giao thông bền vững có tác động lớn cho Việt Nam, đồng thời giúp Việt Nam đạt được các mục tiêu khí hậu và hỗ trợ gia tăng tài chính khí hậu trong khu vực. Ngành giao thông vận tải của Việt Nam chiếm 18% tổng lượng phát thải khí nhà kính hàng năm; việc phi các-bon hóa ngành này, thông qua những giải pháp như phương tiện chạy bằng điện, sẽ tác động trực tiếp tới tham vọng đạt được mức phát thải ròng bằng không vào năm 2050 của Việt Nam.

Ngoài ra, dự án bao gồm khoản hỗ trợ kỹ thuật trị giá 950.000 USD từ ACFP và CTF, tập trung nâng cao nhận thức của người tiêu dùng về những tác động kinh tế, xã hội và môi trường của việc di chuyển bằng xe điện, nhằm giúp thúc đẩy việc thâm nhập thị trường của các phương tiện này. Hỗ trợ kỹ thuật cũng sẽ giúp nâng cao vai trò của phụ nữ học tập hoặc làm việc trong những ngành nghề liên quan tới khoa học, công nghệ và toán học.

BANGKOK, THAILAND (27 April 2022) — The Asian Development Bank (ADB) and Energy Absolute Public Company Ltd. signed a 160 million Thai baht  ($4.7 million equivalent) loan agreement to finance an electric ferry fleet for mass rapid transport in Bangkok—the first such transport system in Southeast Asia. 

ADB led the structuring of the financing for the 600 million Thai baht project. It includes a $3.6 million concessional loan from the Clean Technology Fund, which finances the demonstration, deployment, and transfer of low-carbon technologies with significant potential for long-term greenhouse gas emissions savings, as well as investments from the Japan International Cooperation Agency and Export–Import Bank of Thailand.

“This project is a fine example of ADB’s leadership in climate finance and supporting green technologies that help our developing member countries meet the Sustainable Development Goals,” said ADB Vice-President for Private Sector Operations and Public–Private Partnerships Ashok Lavasa. “This project demonstrates the potential for electric mobility solutions beyond road vehicles to be adopted across Asia and the Pacific.”

The financing will be used for the E Smart Bangkok Mass Rapid Transit Electric Ferries Project. E Smart Transport Company Ltd., a wholly owned subsidiary of Energy Absolute, will operate 27 e-ferries along the Chao Phraya River in Bangkok. Each ferry can comfortably carry up to 250 passengers per trip. The project will reduce greenhouse gas emissions by an estimated 18,900 tons of carbon dioxide equivalent a year.

Energy Absolute, which was established in 2006, is one of the largest renewable energy companies in Thailand and a pioneer of sustainable transport in the country. ADB supported the company for its maiden green bond issuance in 2019 and its first certified green loan financing in 2020.

タイ・バンコク(2022年4月27日) — アジア開発銀行(ADB)とエナジー・アブソリュート・パブリック・カンパニー・リミテッドは、同種の輸送システムとしては東南アジア初となる、バンコクの大量高速輸送のための電動(E)フェリーに資金を提供する、1億6,000万タイバーツ(470万ドル相当)の融資契約に調印した。

ADBはこの6億バーツのプロジェクトに対する融資の組成を主導した。このプロジェクトには、長期的な温室効果ガスの削減が大きく期待できる低炭素技術の実証、展開、移転に資金を提供するクリーン・テクノロジー・ファンドからの360万ドルの譲許的融資と、日本の国際協力機構(JICA)、タイ輸出入銀行からの投資が含まれている。

アショク・ラヴァサADB民間部門業務・官民連携担当副総裁、「このプロジェクトは、気候変動ファイナンスにおけるADBのリーダーシップを示し、開発途上加盟国の持続可能な開発目標達成を後押しするためのグリーン・テクノロジーを支援する優れた事例である」とした上で、「自動車以外の分野における電動モビリティに係るソリューションが、アジア・太平洋地域全域で採用される可能性を示している」と述べた。

この融資は、Eスマート・バンコク大量高速輸送電動フェリー・プロジェクト(E Smart Bangkok Mass Rapid Transit Electric Ferries Project)の下、資金提供される。エナジー・アブソリュートの100%子会社であるEスマート・トランスポート・カンパニー・リミテッドが、バンコクのチャオプラヤ川で27隻のEフェリーを運航する。それぞれのEフェリーは、最大旅客定員250名の快適な輸送を可能とし、このプロジェクトを通じて、年間約18,900トン分の二酸化炭素に相当する温室効果ガスが削減される。

エナジー・アブソリュートのAmorn Sapthaweekul執行役員副社長は、「エナジー・アブソリュートは、クリーンエネルギーと持続可能な交通運輸事業を支援する、信頼できるファイナンス・パートナーであるADBと引き続き協力できることを誇りに思う」とした上で、「このプロジェクトは、タイとこの地域の電動モビリティ分野におけるエナジー・アブソリュートの主導的な役割と、温室効果ガスの排出削減を可能とする、域内で開発された技術の活用の可能性を示すものである」と述べた。

2006年に設立されたエナジー・アブソリュートは、タイの大手再生可能エネルギー事業会社の一つであり、同国における持続可能な輸送システムを手がけるパイオニアである。ADBは、同社初となる2019年のグリーン・ボンド発行や、2020年の認定グリーン・ローンの提供を支援した。

กรุงเทพฯ ประเทศไทย (27 เมษายน 2565) ธนาคารพัฒนาเอเชีย (Asian Development Bank) หรือ เอดีบี และบริษัทพลังงานบริสุทธิ์ จำกัด (มหาชน) ได้ร่วมลงนามสัญญาเงินกู้มูลค่า 160 ล้านบาท (หรือประมาณ 4.7 ล้านเหรียญสหรัฐ) เพื่อเป็นเงินทุนให้กับการผลิตและเดินเรือโดยสารพลังงานไฟฟ้า (electric ferry) ในกรุงเทพฯ ซึ่งนับเป็นเจ้าแรกที่เดินเรือโดยสารด้วยระบบขนส่งดังกล่าวในเอเชียตะวันออกเฉียงใต้

เอดีบีเป็นผู้นำในการจัดหาแหล่งเงินทุนให้กับโครงการดังกล่าว ซึ่งมีมูลค่ารวม 600 ล้านบาท ประกอบด้วยเงินกู้เงื่อนไขผ่อนปรนจำนวน 3.6 ล้านเหรียญสหรัฐ จากกองทุนเพื่อเทคโนโลยีสะอาด (Clean Technology Fund)  ซึ่งจะสนับสนุนการสาธิต การปรับใช้ การถ่ายทอดเทคโนโลยีคาร์บอนต่ำเพื่อลดการปล่อยก๊าซเรือนกระจกในระยะยาว และเงินกู้จากองค์การความร่วมมือระหว่างประเทศแห่งญี่ปุ่น (Japan International Cooperation Agency) และธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย

“โครงการนี้เป็นตัวอย่างที่สะท้อนให้เห็นความเป็นผู้นำของเอดีบีในด้านการเงินเพื่อการเปลี่ยนแปลงสภาพภูมิอากาศและการสนับสนุนเทคโนโลยีสีเขียว ซึ่งจะช่วยให้ประเทศสมาชิกที่กำลังพัฒนาบรรลุเป้าหมายการพัฒนาแบบยั่งยืน” นายอโศก ลาวาซา รองประธานเอดีบี ด้านการปฏิบัติการภาคเอกชนและการร่วมทุนระหว่างภาครัฐและเอกชนกล่าว “โครงการนี้ยังแสดงให้เห็นถึงศักยภาพของนวัตกรรมการขับเคลื่อนด้วยไฟฟ้านอกเหนือจากยานพาหนะบนท้องถนน ซึ่งสามารถนำไปปฏิบัติได้ไม่เฉพาะในประเทศไทยแต่ทั่วทั้งเอเชียและแปซิฟิก”

เงินกู้ดังกล่าวจะสนับสนุนเงินทุนให้กับโครงการ E Smart Bangkok Mass Rapid Transit Electric Ferries  โดยบริษัท อี สมาร์ท ทรานสปอร์ต จำกัด ซึ่งเป็นบริษัทย่อยของบริษัทพลังงานบริสุทธิ์ฯ  จะเป็นผู้ดำเนินงานในการเดินเรือโดยสารพลังงานไฟฟ้าจำนวน  27 ลำ ในแม่น้ำเจ้าพระยา ซึ่งสามารถรองรับผู้โดยสารได้ถึง 250 คน ต่อเที่ยว  โครงการดังกล่าวจะช่วยลดการปล่อยก๊าซเรือนกระจก (คาร์บอนไดออกไซด์) ได้ราว 18,900 ตัน ต่อปี

บริษัทพลังงานบริสุทธิ์ฯ ก่อตั้งขึ้นเมื่อปี 2549 และเป็นหนึ่งในบริษัทพลังงานทดแทนที่ใหญ่ที่สุดในประเทศไทย และยังเป็นผู้บุกเบิกการขนส่งอย่างยั่งยืนในประเทศด้วย เอดีบีได้สนับสนุนบริษัทในการออกหุ้นกู้เพื่อสิ่งแวดล้อมเมื่อปี2562 และสนับสนุนเงินกู้สีเขียวเมื่อปี 2563 ซึ่งเป็นสินเชื่อว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศที่ผ่านการรับรองโดยClimate Bond Initiative รายแรกของประเทศไทย

ADB Approves $51 Million Battery-Electric Bus Project in the Kyrgyz Republic

MANILA, PHILIPPINES (1 December 2021) — The Asian Development Bank (ADB) has approved a $50.65 million package to help the Kyrgyz Republic procure battery-electric buses and enhance transport infrastructure in the country’s capital city Bishkek, thereby improving air quality, cutting carbon emissions, and reducing traffic congestion.

The Urban Transport Electrification Project, which comprises a $25 million loan, a $25 million grant, and $650,000 in cofinancing from the High-Level Technology Fund, will finance the purchase of 120 modern, battery-electric buses that will replace outdated diesel and trolleybuses. The project will also upgrade the infrastructure of two trolleybus depots and establish a 3.5-kilometer green mobility pilot corridor to increase bus speed and improve service reliability of public transport in Bishkek city center.

The transport sector is a major contributor to air pollution in Bishkek. The soaring number of urban passenger vehicles and minibuses has led to a significant deterioration of air quality in Bishkek over the past years. Despite its considerable potential for renewable energy, the Kyrgyz Republic relies heavily on imported fossil fuel for transportation, with the transport sector accounting for 28% of national greenhouse gas emissions.

“ADB is ready to support the Kyrgyz Republic to improve air quality, enhance energy security, address traffic congestion, and help the country meet its nationally determined contributions under the Paris Agreement,” said ADB Director General for Central and West Asia Yevgeniy Zhukov. “Aligned with ADB’s Strategy 2030, the project will help the government implement its National Development Strategy, 2018–2040 which declared the transition to environmentally-friendly modes of transport one of its top policy priorities.”

The electric buses will be accessible for disabled and elderly passengers as well as women with children. They will be equipped with security features such as cameras and panic buttons. ADB will also improve bus operations in Bishkek by helping to improve operational efficiency, financial sustainability and developing bus drivers’ knowledge and skills.

The newly introduced electric bus fleet will use domestically produced renewable energy, benefitting from one of the greenest grids in the Central Asian region.

“This project constitutes the first step toward a long-term electrification of the Kyrgyz Republic’s transport sector,” said ADB Energy Specialist Johannes Vogel. “ADB is working closely with the government to further expand electric vehicle development in the country and to open opportunities for private sector participation.”

Since the Kyrgyz Republic joined ADB in 1994, the bank has committed more than $1.3 billion in loans, $811 million in grants, and $69 million in technical assistance. ADB operations in the country focus on supporting inclusive growth and economic diversification, improving access to public and social services, and leveraging regional cooperation and integration.

Шаарды электрлештирүү долбоору 25 миллион доллар өлчөмүндөгү кредитти, 25 миллион доллар өлчөмүндөгү грантты жана Жогорку технологиялар паркынан 650 миң доллар өлчөмүндөгү кошо каржылоону камтыйт жана эскирген дизелдик автобустарды жана троллейбустарды алмаштыруу үчүн 120 заманбап аккумулятор менен иштеген автобустарды сатып алууну каржылайт. Кыргыз Республикасы 1994-жылы АӨБга киргенден бери банк 1,3 миллиард доллардан ашык өлчөмүндө насыя, 811 миллион доллар өлчөмүндө грант жана 69 миллион доллар өлчөмүндө техникалык жардам берген.

АӨБнын өлкөдөгү операциялары инклюзивдик өсүүнү жана экономиканы диверсификациялоону колдоого, мамлекеттик жана социалдык кызматтарга жеткиликтүүлүктү жакшыртууга, ошондой эле аймактык кызматташтыктын жана интеграциянын пайдасын алууга багытталган.

АӨБ Азия-Тынч океан аймактарынын гүлдөп-өнүгүүсүнө, инклюзивдүүлүккө, жандуулукка жана туруктуулукка жетишүүгө умтулат, ошол эле учурда өтө жакырчылыкты жоюу боюнча аракеттерин колдойт. Ал 1966-жылы негизделген, 68 мүчөлөргө таандык, кырк тогузу ушул аймакта жайгашкан.

Манила, Филиппины (1 декабря 2021 года) — Азиатский банк развития (АБР) утвердил пакет финансирования в размере 50,65 млн. долл. США для оказания помощи Кыргызской Республике в приобретении аккумуляторных электрических автобусов и улучшении транспортной инфраструктуры в столице Бишкек, что позволит улучшить качество воздуха, сократить выбросы углекислого газа и снизать загруженность дорог.

Проект электрификации городского транспорта, состоящий из кредита в размере 25 млн. долл. США, гранта в размере 25 млн. долл. США и софинансирования в размере 650 тыс. долл. США из Фонда технологий высокого уровня, будет финансировать закупку 120 современных аккумуляторных электрических автобусов, которые заменят устаревшие автобусы на дизельном топливе и троллейбусы. В рамках проекта также будет модернизирована инфраструктура двух троллейбусных депо и создан 3,5-километровый пилотный коридор зеленой мобильности для увеличения скорости движения автобусов и повышения надежности услуг общественного транспорта в центре Бишкека.

Транспортный сектор является основным источником загрязнения воздуха в Бишкеке. Быстрый рост числа городских пассажирских автомобилей и микроавтобусов привел за последние годы к значительному ухудшению качества воздуха в Бишкеке. Несмотря на значительный потенциал возобновляемых источников энергии, Кыргызская Республика в значительной степени зависит от импорта ископаемых видов топлива для транспорта, при этом на транспортный сектор приходится 28% определяемых на национальном уровне выбросов парниковых газов.

„АБР готов оказать поддержку Кыргызской Республике в улучшении качества воздуха, повышении энергетической безопасности, решении проблемы транспортных заторов и помочь стране выполнить свои национально определяемые вклады в рамках Парижского соглашения Рамочной конвенции ООН об изменении климата (РКИК ООН)“, - сказал генеральный директор департамента АБР по Центральной и Западной Азии Евгений Жуков. „Согласованный со Стратегией АБР 2030, проект поможет правительству реализовать Национальную стратегию развития на 2018-2040 годы, в которой переход на экологически чистые виды транспорта объявлен одним из главных приоритетов политики“.

Электрические автобусы будут легко доступны для инвалидов и пожилых пассажиров, а также женщин с детьми. Они будут оснащены средствами безопасности, такими как камеры и тревожные кнопки. АБР также улучшит работу автобусов в Бишкеке путем содействия повышению операционной эффективности, финансовой устойчивости и развития знаний и навыков водителей автобусов.

Новый парк электрических автобусов будет использовать возобновляемую энергию отечественного производства, пользуясь преимуществами одной из самых экологически чистых систем электропередачи в Центральноазиатском регионе.

„Этот проект является первым шагом к долгосрочной электрификации транспортного сектора Кыргызской Республики“, - сказал специалист АБР по энергетике Йоханнес Фогель. „АБР тесно сотрудничает с правительством для дальнейшего расширения развития электромобилей в стране и открытия возможностей для участия частного сектора“.

Кыргызская Республика присоединилась к АБР в 1994 году. С тех пор АБР выделил более 1,3 млрд. долл. США в виде кредитов, 811 млн. долл. США в виде грантов и 69 млн. долл. США в виде технической помощи. Операции АБР в стране сосредоточены на поддержке инклюзивного роста и диверсификации экономики, улучшении доступа к государственным и социальным услугам, и на использовании преимуществ регионального сотрудничества и интеграции.

АБР стремится к созданию процветающего, инклюзивного, жизнестойкого и устойчивого Азиатско-Тихоокеанского региона, не прекращая при этом усилий по искоренению крайней бедности. АБР создан в 1966 году, в него входят 68 государств-членов, из них 49 стран находятся в самом регионе.
