ASEAN Catalytic Green Finance Facility (ACGF): Green Recovery Program

What is the fund?

The ASEAN Catalytic Green Finance Facility (ACGF) Green Recovery Program is a program established in September 2021, managed by the Asian Development Bank (ADB), and associated with the ACGF, a facility of the ASEAN Infrastructure Fund (AIF).

What are the priorities?

The program will support ASEAN countries’ transitions to low-emission, green pathways. The objective of the facility is to accelerate the development of green infrastructure by better utilizing public funds to create bankable projects and catalyze private capital, technologies, and management efficiencies. It is managed by ADB’s Southeast Asia Green Finance Hub.

What kind of activities are eligible for the fund?

The program resources will be used to finance technical assistance activities, concessional loans, grants, and direct charges.

Who is eligible to receive the fund?

Cambodia, Indonesia, the Lao People's Democratic Republic, Malaysia, and the Philippines are eligible to receive support under the program.

Who supports the fund?

The Green Climate Fund supports the program.
