Regional Cooperation and Integration Financing Partnership Facility

What is the facility?

The facility was established in February 2007 with the aim to channel additional financing and knowledge resources from development partners in support of ADB’s regional cooperation and integration (RCI) program. The facility is designed to support untied grants for technical assistance (TA), including advisory, project preparatory, and regional TA. Two funds have been set up under the "umbrella" of the facility: (i) the multi-donor Regional Cooperation and Integration Fund; and (ii) the Investment Climate Facilitation Fund.

What are the priorities?

The facility's main objective is to enhance RCI in Asia and the Pacific by facilitating the pooling and provision of additional financial and knowledge resources to support RCI activities. Under the facility, the Multi-Donor Regional Cooperation and Integration Fund focuses on physical connectivity, cross-border infrastructure and regional public goods, whereas the Investment Climate Facilitation Fund focuses on financial integration.

What kind of activities will be financed from the fund?

Under this facility, ADB has established multi-donor and single-donor funds that offer the following modalities:

  • grant components of investment projects
  • TA projects (both stand-alone and piggy-back)
  • direct charge to project costs.

Who is eligible to receive the grant?

All ADB DMCs are eligible to receive support from this facility.

Who supports the fund?

ADB currently supports the Regional Cooperation and Integration Fund. Japan supports the Investment Climate Facilitation Fund.
