The ERO in Frankfurt, Germany develops and strengthens relations between ADB and its 17 European member countries.
Established by the Asian Development Bank in partnership with the Government of Luxembourg, the Financial Sector Development Partnership Special Fund aims to strengthen regional, subregional, and national financial systems in Asia and the Pacific.

ERO acts as a liaison between ADB’s Headquarters in Manila and policymakers and major stakeholders in 17 European members. Based in Frankfurt, Germany, ERO works to:
Raise public awareness about ADB and the Asia-Pacific region.
Mobilize resources and support from the public and private sectors for ADB operations.
Share development knowledge and experience and strengthen collaboration with institutions.
Cofinancing operations enable ADB’s financing partners, governments or their agencies, multilateral financing institutions, and commercial organizations to participate in financing ADB projects. Additional funds are provided in the form of official loans and grants, technical assistance, other concessional financing, and commercial cofinancing such as B loans, risk transfer arrangements, parallel loans and equity, guarantee cofinancing, and cofinancing for transactions under ADB’s Trade Finance Program.
Partnering with ADB allows donors to participate in the economic and social development of the world’s fastest growing region. With a presence in 49 developing member countries (DMCs) in Asia and the Pacific, ADB’s breadth in operations adds value to programs cofinanced with partners. Founded in 1966, ADB has a deep understanding of the region and its needs, as well as close and tested relationships with its DMCs.
