ADB engages with a broad range of civil society organizations (CSOs), including nongovernment organizations (NGOs), to strengthen its efforts to reduce poverty, address climate change, and increase the effectiveness, quality, and sustainability of its operations.
ADB recognizes that civil society is a crucial partner in addressing development challenges across Asia and the Pacific. Working closely with donors, governments, the private sector, and local communities, civil society organizations (CSOs) offer unique skills and specialized knowledge of local constituencies. CSOs have an invaluable capacity to channel stakeholder perspectives and deliver high-quality, inclusive public services.

Our approach to civil society engagement rests on the 1998 Policy on Cooperation between ADB and Non-Government Corporations, the 1996 Governance Policy, and the 2019 Access to Information Policy.
Under this policy framework, ADB is in the process of adopting a new operational approach to civil society engagement based on three pillars.

Here are the areas where CSO engagement is crucial to ADB operations.
When developing and reviewing its institution-wide policies and strategies, ADB actively seeks input from civil society and other stakeholders through online and face-to-face consultations. This aims to identify and consider the views of CSOs to ensure they have a reasonable opportunity to be involved in formulating policy, including ADB’s Strategy 2030.
CSOs and advocacy networks participate in developing and reviewing ADB’s country partnership strategy (CPS) — a medium-term development and operational strategy that guides ADB operations in a developing member country.
Over two-thirds of ADB’s sovereign projects involve participation from civil society. CSOs contribute valuable information during project identification and fact-finding stages, helping to determine stakeholders' interests and capacities and identify those who may be engaged in project implementation. They participate in various ways, from structured consultations to serving as project advisors, partners, cofinanciers, or evaluators, contributing to project design and implementation.
